Restoring Family Links / Missing Field Officer - Tyr

PURPOSE

The Restoring Family Links / Missing Field Officer contributes to the implementation of the delegation’s Restoring Family Links (RFL) and Missing activities at the local level of his/her Area of Responsibility (AoR) / Sub Delegation (SD).

This concerns the ICRC Lebanon’s Protection department’s response to the RFL needs of all persons separated by conflict, other situations of violence, and migration, and in particular the needs of Missing persons and their families as a consequence of the ongoing conflict in Syria since 2011 and the different conflicts which took place in Lebanon since 1975.

 

Minimum required knowledge & experience

  • Bachelor’s degree in social sciences
  • 3 to 5 years similar work experience with 2 years of previous NGOs experience
  • Proficient use of Microsoft Office Package
  • Excellent command of English and Arabic
  • Soft Skills: Good communication skills, Analytical Thinking, Accountability and Teamwork.

 

ACCOUNTABILITIES AND RESPONSIBILITIES

Under the supervision of the HoSD and in close coordination with the Beirut-based BRS Project Coordinator ‘’ Collection of Biological Reference Samples (BRS) for top priority cases related to Missing Persons’’

  • plans, organizes, and implements the collection of BRS in a timely and consistent manner
    • Provides accurate, timely, and consistent reporting on the BRS collection to the BRS Project Coordinator

Under the supervision of the Protection Delegate and in close coordination with the Beirut-based Senior Missing Program Officer for technical aspects ‘’ Support accompaniment and awareness raising activities to the Families of Missing Persons (FoM)’’

    • participates/assists in the planning and implementation of accompaniment activities
    • Creates a referral system to the FoM with local NGOs when required
    • Establishes and maintains contact with families through phone calls and home visits
    • Prepares and organizes ICRC Information Sessions on the Lebanon Missing file
    • Provides accurate, timely, and consistent reporting to the Senior Missing Program Officer and Protection Data team on all accompaniment activities

Under the supervision of the Head of SubDelegation (HoSD) and in close coordination with the Functional manager and Beirut-based Accompaniment program ‘’ Restoring Family Links and Syria Missing file’’

    • Collects Syria-related Tracing cases and Allegations of Arrest (AoA); migration-related Tracing cases and Lebanon-related Tracing cases;
    • Follows up proactively, systematically, and in a timely manner on individual cases internally, with families/enquirers
    • Review and consolidate the information on the tracing/AoA requests
    • Updates the activities related to contacts made with family members by phone according to the current data entry procedures and proactively crosschecks his/her own data entry with the available control tools (dashboards).

Under the supervision of the HoSD and in close coordination with the BEY based officers for the Accompaniment Program ‘’Multidisciplinary response to needs of families of Syria Missing MHPSS support’’

    • Contributes to the identification of beneficiaries for MHPSS support through the collection of family compositions and joint RFL/Health home visits in accordance to the guidelines set by the delegation
    • Forwards the family compositions and home visits reports in a timely manner for review and validation of the forms and of the identified participants to the MHPSS cycles
    • Conducts the Information, Need to Know sessions; Drafts the reports

Other forms of support:

    • According to set criteria, pre-identifies families of Syria Missing for eligibility for Cash Transfer program
    • Identify specific needs of FoM and ensure their referrals to relevant departments within ICRC or externally to other I/NGOs;
    • Maps and identifies services providers and other relevant stakeholders in AoR and liaises with them for referral of cases;
    • Updates the activities related to contacts made with family members by phone according to the current data entry procedures and proactively crosschecks his/her own data entry with the available control tools (dashboards).
