As our new Head of the Humanitarian Programme (HoHP), you will have the responsibility for leading DCA’s Humanitarian Response Programme in Lebanon in line with the evolving context and identifying potential synergies with DCA’s well-established and long-running Mine Action interventions. The position will oversee and further develop a responsive and innovative multi-sectoral humanitarian relief and resilience programme implemented by local partners. DCA’s main office in Lebanon is in Tyre and there is a sub-office in Beirut, so candidates must anticipate some travel between Beirut and Tyre.
Key responsibilities of the head of the humanitarian programme include:
Planning:
- Lead on the development of DCA Lebanon’s strategic partnership and programming direction and prioritize actions and resources to achieve the agreed objectives
- Ensure that development of the Humanitarian Programme is aligned with the DCA Mine Action Programme (HMA) in Lebanon, where possible.
- Follow analysis of the Lebanon context and ensure the incorporation of analysis into planning
- Ensure that implementation is reflective of community and partner inputs and aligned with DCA principles and values
- Foster an enabling environment for collaborative, inclusive and mutually accountable partnerships. Ensure proactive humanitarian response capacity within DCA and with partners to strengthen locally led responses.
- Supervise the partner organisations, through mentoring, regular coaching meetings, regular support, and capacity development.
Program Management
- Ensure projects meet internal and donor obligations on scope, time and budget
- Ensuring functioning MEAL systems are in place, including via direct support to partners in strengthening MEAL capacity
- Facilitate partner-led cross-learning and support partners to incorporate learning in project design, implementation and management
- Fulfilling DCA standards for safeguarding and accountability, and providing support to partners
- Supporting communication and advocacy efforts in line with country program strategy objectives
- Meet deadlines and ensure procedures (policies, guidelines, and formats) are followed.
- Coordinate with relevant humanitarian fora, international NGOs, UN agencies, donors, national and local authorities, and other stakeholders.
- Explore and advise on partnerships and programmatic opportunities.
- Responsible for developing concept notes and project proposals and take lead on fundraising. This includes project design and leading the development of project proposals, together with partners in Lebanon and HQ.
Team Management
- Lead a positive team culture that encourages critical thinking, creativity, accountability, ownership, teamwork and mutual respect
- Promote accountability, communicate expectations and provide constructive feedback via regular team meetings and conversations
- Actively participate in regular Senior Management Team meetings
We are looking for the following qualifications and experience:
- Minimum 3 years leadership experience at a similar level
- Proven technical expertise in partnership approaches, civil society development and/or capacity strengthening of local/national organizations
- Humanitarian experience within areas such as resilience and social cohesion, emergency livelihoods and protection
- Fluency in written and spoken English
- Strong communications skills, both spoken and written. Including the ability to professionally and appropriately represent DCA to a diverse range of stakeholders
- Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests
- Proven experience with training and mentoring
- Experience with fundraising, networking, donor liaison and coordination
- Strong analytical skills and capacity
- Good command and interest in grants and financial management and compliance
- Cultural sensitivity, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA
- A relevant academic qualification
