Solid Waste Management Consultant

Terms of Reference 

Objective

Anera is seeking consultant support for a market research project of the solid waste management industry in Lebanon. The consultant will carry out a market research study and assessment of the value chain within Lebanon with respect to solid waste management and recycling. In particular, the consultant will research operations for recycling collection and the buyers of recycling materials for processing. The consultant will also review the macro environment, with respect to any global trends across solid waste management and market potential / options for processed materials. Lastly, we want to understand where there is overlap and opportunities for more efficient collaboration among participants in the region.

Educational Qualifications

• Bachelor’s degree in Engineering/Environmental Sciences, Business, or related field.
• Advanced degree (Masters or Higher) in a relevant area is desirable. 

Requirements

• Work experience in Consulting and/or Solid Waste Management / Recycling is a must.
• Experience carrying out industry / market / value chain scoping exercises or research.
• Have knowledge and enthusiasm for the waste management industry and previous experience working in the waste and recycling sector.
• Be capable of working independently as well as within the team.
• Be highly numerate and literate with strong report writing and analytical skills.
• Ability to write reports, facilitate meetings and communicate technical matters effectively to stakeholders.
• Have knowledge of solid waste treatment and management systems (including but not limited to: waste to energy, composting, recycling and landfill).
• Ideally have experience working in Lebanon.
• Although some work can be done remotely, it does require ability to visit sites in Lebanon.
• Proficiency in English is a requirement.
• Proficiency in French and/or Arabic is considered a plus.

Scope of Work

• Evaluate solid waste management and recycling industry in Lebanon and identify the overall solid waste value chain;
• Hold meetings with major participants in the industry to understand the market challenges, needs, etc;

• Carry out a financial assessment of any available information that provides insight to industry performance;
• Assess and review any relevant solid waste management policies and regulations in Lebanon in coordination with Anera program staff;
• Produce a mapping exercise of participants in the value chain for waste management in Lebanon, and identify local solid waste trends;
• Identify other programs / participants that have a positive impact on refugees;
• Design and administer surveys and other assessment tools to capture and analyse data about the wider market.

Expected Outputs and Deliverables

• Submission of outline report; One week upon signing the agreement
• Draft report mid-way through project for status update and highlighting any key learnings; One month upon signing the agreement
• Final report with key findings that provide overall assessment of the Solid waste management market in Lebanon, highlighting the below:

1.  Its financial aspect;
2.  Conditions and barriers to market access with proposed solutions;
