- GENERAL OBJECTIVE
Under the direct supervision of the Health Field Coordinator in the South in cooperation with the health department, and project coordinator the Health Field Officer is responsible for the supervision and monitoring of both Khiam and Arkoub PHC on the administrative part and very specific medical aspects that ensure the quality of health care provided at the PHCC for the smooth implementation of the Flat Fee Model (FFM). The health officer will also support the field coordinator and the two PHCCs in the accreditation process.
The Health field officer will work from Khiam and Arkoub centers with regular visits to Beirut.
Additionally, he/she will be responsible for monitoring, gathering information and reporting on the beneficiaries’ health status, with a focus on the communicable diseases, non-communicable diseases, maternal and child health.
RESPONSABILITIES AND TASKS

- Towards implementation of the Flat Fee Model in selected PHCC supported by Amel
- Collect all the data concerning the referral system and procedures.
- Contribute to the reporting process by supporting the field coordinator
- Contribute to the dissemination of the information on the referral system and its procedures to the health facilities—liaise with the health department.
- Monitoring the correct implementation of the internal referral system and follow up (based on the tracking system at the community level).
- Keep close collaboration with the Health Department regarding complaints or medical requests received from physicians on utilization of laboratory and imaging tests.
- Maintain very close collaboration with the Pharmacist focal point in the PHCCs and Pharmacist in the HQ on the smooth development of activities in the pharmacy (notification to responsible on follow up task when assistance is needed).
- Report to the field coordinator on any miss or near miss incidents
- Coordinate with the PHCC Director any activity to take place as health campaign, distribution of kits to pregnant and lactating women among others.
- Coordinate with the PHCC staff and organize regular meetings on work follow up
- Conduct technical assessment using specific formats
- Monitoring & Guidance
- Make sure the activities at the PHCC are running smoothly and the quality of service is preserved (e.g. provision of daily Health Education/Awareness sessions in the PHCC, activation of triage at any time).
- Support in accreditation process
- Assist in developing surveys and data collection tools
- Support in data collection in the Centers and provide analysis
- Assist in filling accreditation checklist for each department in the centers and provide recommendations for improvement
- Support in assessing the training needs of the healthcare workers and develop monitoring tools
- Ensure that all policies and documents needed for accreditation are available and updated at the centers
- Reporting & Follow-up
- Be a major contributor to work related reports and review before submission to the project coordinators.
- Contribute to the analysis of collected data, and provide feedback to the direct manager on a weekly, monthly, quarterly basis or adhoc.
- Reports on the progress of evaluation activities on a daily and weekly basis.

Experience in working with PHCCs on accreditation standards. Proven experience in NGOs, previous experience within the implementation of the Flat Flee Model, is a strong asset.
Knowledge and skills:
- Good knowledge of the South (service providers), willing to travel a lot locally
- Excellent communication (especially in public) and diplomacy skills to manage relationships in potentially tense situations
- Strong knowledge in accreditation standard, Literacy in reporting, experience in conducting surveys
Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
