MEAL Officer

Under the direct supervision of the Executive Director, the MEAL Officer is responsible of ensuring effective, coordinated MEAL systems to drive programme quality and implementation.

The MEAL Officer works across the project cycle (design, set-up, kick-off, implementation, closing, evaluation) and works closely with programme teams to put in place tools to effectively track outputs and outcomes and manage data for reporting and learning purposes, as well as ensure accountability to beneficiaries and compliance to Mada and donor’s policies and requirements.

Main Tasks and Responsibilities

Monitoring and Evaluation

  • Support programme design and program development (contribute to logframes, data collection, needs assessments)
  • Support Project Managers to develop and adhere to MEAL Plans and Frameworks and ensure that indicators are monitored within the set timeline.
  • Contribute to the development and rolling out of monitoring tools.
  • Design, conduct and analyze quantitative monitoring exercises:  survey design, survey coding, and data interpretation.
  • Design, conduct and analyze qualitative monitoring exercises:  interview design, interview execution, transcription, coding, and data interpretation.
  • Support research design and data collection for final project evaluations: definition of the tools and methodologies, identifying human and logistical resources needed and liaising with relevant departments, design of research tools.
  • Support programme teams with assessment/ evaluation planning, ensuring that minimum criteria for quality evaluations are integrated into design and implementation.
  • Develop learning plans, collect and archive best practices and lessons learnt.
  • Organize training, workshops and capacity building activities on MEAL tools.
  • Develop/improve/update tools for data collection, processing and analysis.
  • Supervise enumerators working to collect data, and train them as appropriate

Learning

  • Share MEAL findings with programme teams and follow-up on their implementation.
  • Support internal and external evaluations (presence on field, provision of data, recommendations)
  • Follow-up on the implementation of evaluation recommendations at field level
  • Assist the programme teams in documenting lessons learnt
  • Collect best practices and case studies
  • Ensure that all MEAL documents are properly archived and easily accessible.

Reporting

  • Support Programme Managers and Executive Director to put in place reporting tools and templates.
  • Provide data and analysis, as well as lessons learned and best practices, as required to feed into internal and external reports.
  • Participate in data cleaning, compilation and analysis of data to feed into internal and external reports.
  • Submit field reports to programme teams as required for monitoring and evaluation visits.

Accountability

  • Monitor and strengthen the implementation of complaints and feedback mechanisms.
  • Act as main focal point for feedback and complaints from beneficiaries and share them with field teams and track follow-up.
  • Represent Mada on the field and with beneficiaries and provide information on services, refer cases/needs, ensure complaints and referrals mechanisms are accessible.
  • Report all negative feedback or lack of accountability, protection issues or “Do no Harm” policy breach to the Executive Director.

Minimum Qualification and Experience

  • University degree in Social Sciences, Statistics, Research or related fields.
  • 2-3 years of experience working in NGOs in a MEAL position.
  • Demonstrable experience in the design and use of both quantitative and qualitative data collection tools, and data coding, cleaning, analysis and presentation. ODK Survey coding is a plus.
  • Excellent knowledge and use of Microsoft Excel (mandatory).
  • Good organizational, coordination and time-management skills.
  • Excellent interpersonal and communication fluency in English and Arabic.
  • Full adherence to Mada’s mission and vision, as well as Ethics Code.
  • Having previous working experience in Akkar and T5.
