Shelter & Infrastructure Specialist

 

 

1- GENERAL OBJECTIVE

The purpose of the Shelter & Infrastructure Specialist position is to ensure the technical development of the shelter and infrastructure programme, to support its strategic direction and to assure the quality of implementation. The Shelter & infrastructure Specialist is also responsible for the technical mentoring, training, and capacity development of relevant staff.

 

2- RESPONSIBILITIES AND TASKS

 

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

1. OVERSEE STRATEGIC DESIGN AND IMPLEMENTATION OF THE MISSION SHELTER & INFRASTRUCTURE STRATEGY

  • Support the development of action plans, proposals, and budgets for new projects and extensions of projects in conjunction with the senior country management team;
  • Conduct regular field visits to ensure proper and timely implementation of activities, identify gaps, needs etc.;
  •  Liaise with the Administrative and Finance Coordinator to ensure shelter programs align with forecasted expenditures;
  •  Provide technical direction and project implementation support to the implementation team, on various shelter modalities including but not limited to Minor Rehabilitation, Cash for Rent, Emergency responses, and community infrastructure activities;
  •  Ensure that key learnings are extracted from implementation, and incorporate them in department and staff development processes;
  • Maintain flexibility to take on added responsibilities as and when needed.

 

2. TECHNICAL FOCAL POINT FOR SHELTER & INFRASTRUCTURE PROJECTS IMPLEMENTATION

  •  Ensure tools and practices utilized across the mission are harmonized, capitalized and up to date;
  •  Support the field teams to ensure robust monitoring systems are in place and that reviews are undertaken periodically;
  •  Work with the MEAL Coordinator and Information Management Specialist to design and implement reporting systems to monitor and evaluate the objectives, indicators and outcomes of the programs
  •  Ensure all reports produced internally and towards donors and partners are meeting the expected quality;
  •  Ensure that the shelter rehabilitation activities are aligned with the relevant SoPs;
  •  Work closely with the livelihood team to implement the community infrastructure activities;
  •  Follow up on projects related to Solar Power and alternative power sources at PHCCs level.

3. REPRESENTS PU-AMI TO KEY PLAYERS IN THE Shelter SECTOR

  • Attend all relevant working groups: National and Regional;
  •  Plan donors’ visits in coordination with field bases, Field Coordinators, and Project Managers;
  •  Develop opportunities and map potential local partners.

4. REPORTING & COORDINATION

  • Collect all information and oral/written reports on the progress of activities;
  • Actively promote and operationalize synergies between Shelter and other PU-AMI programmes;
  • Provide feedback and lead donor reporting for shelter and infrastructure activities.

5. LOGISTICS & ADMINISTRATION

  •  Define the needs in items corresponding to the planned interventions;
  •  Ensure the follow-up and the proper use of materials and tools during on-site works;
  •  Draft Procurement Requests in coordination with Project Managers and Team Leaders using appropriate PU-AMI documentation;
  •  Evaluate contractors and attend selection committees with Log managers at field bases.

6. TEAM MANAGEMENT AND CAPACITY BUILDING

  •  In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and draft job descriptions/technical tests/interview forms, shortlist resumes and conduct interviews;
  •  Brief newly recruited personnel under his/her management on their roles and responsibilities;
  •  Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  •  Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department;
  •  Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals) to promote professional development;
  •  Provide technical support and guidance to the Rehabilitation Officer;  Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  •  Solve team conflicts and ensure team building and discipline;\
  •  Provide systematic training and build capacity of Shelter staff;
  •  Ensure capacity building of project staff, and provide technical direction and project implementation support to Field Coordinators, Project Managers and Project Team Leaders in the field. The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

MANDATORY REQUIREMENTS

Language skills: Fluent in Arabic and English;

Education degree: Master’s degree in Civil Engineering/Architecture;

 

 Work experience:

- 3 years of experience in a shelter projects; - Proven experience working in the Lebanese context;

- Strong knowledge in general protection; - Experience in Minor Rehab/Cash for Rent Activities.  Computer skills: Strong knowledge of Microsoft Office.

Others:

- Good knowledge in protection related topics;

- Excellent communication and listening skills with vulnerable populations

- Effective stress management;

- Ability to work under pressure and with short deadlines;

- Good problem solving skills;

- Good knowledge of the humanitarian and local context;

- Excellent ability to work in a team.
