Title:Monitoring and Evaluation (M&E) Officer
Location: Beirut based with regular travel to Mount Lebanon, North (Akkar), Bekaa (North, West and Central), and South
Purpose ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings. “Ending Gender-Based Violence: towards standardization and strengthening quality of services and direct response” is an initiative aiming at reducing the risks of Gender-Based Violence (GBV) through women, boys and girls’ empowerment and improving the quality of multi-sectorial assistance for women and girls survivors or at risk of GBV among the host and Syrian refugee population.
Role:
The M&E Officer will be responsible for the design, coordination and implementation of the monitoring, evaluation, accountability, and learning framework of the assigned projects. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the projects and strengthen their accountability. The M&E Officer will also provide support to the development of programs, particularly in proposal development and in collecting and analyzing quantitative and qualitative data.
Tasks and responsibilitie:
Develop a reliable and consistent set of output/outcome indicators for Protection and GBV sectors, develop logical framework and MEL plan including the identification of measurement methodologies, data collection plans and tools.
Introduce MEL tools to project teams and technically support them for their continued implementation, including assisting them with data entries when required and elaborating training for data collectors and enumerators (KOBO Toolbox, etc.).
In collaboration with the Information System (IS) team, develop a harmonized system of data management and ensure data received is accurate and reliable for integration into the database.
Produce reliable quantitative and qualitative data for internal and external (Activity-Info, IDS, IATI, RIMS etc.) reporting and ensure timely compilation for monthly reporting or when needed.

Conduct field monitoring visits to monitor the implementation of the activities, ensure cohesion of data collected on field and develop recommendations to projects.
Draft template for focus group discussions (FGDs), key informant interviews (KIIs), baseline, end line surveys, sampling and generate the related digital collection tool accordingly.
Draft mid- and final- project evaluations and generating quality analysis of the data collected including trends, impacts, achievements, and gaps using statistical tools and business analytics services (SPSS, Power BI, Excel)
Under each assigned project, ensure beneficiaries feedback and complaints are effectively tracked and addressed, including developing of the project’s complaints, feedback, and response mechanism (CFRM).
Assist with the roll-out and implementation of the project’s Complaints Feedback and Response Mechanism (CFRM). Support by actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the CFRM.
Support the projects to ensure that projects are carried out with participation from all targeted groups and that information is shared with them effectively.
Ensure that all programmes are implemented in accordance with international standards (such as but not limited to Core Humanitarian Standards (CHS).
Participate in the development of project proposals, including drafting literature review, context analysis, developing assessment surveys, quantitative and qualitative data collection and analysis.
Collaborate with M&E unit and project teams to collect and document and share lessons learnt, to conduct after action reviews and learning events for activities adaptation.

Qualifications and Skills
Bachelor’s degree in relevant field like International Politics, Economics, Business Administration, Public Health, Sociology, Demography and Statistics, or equivalent field experience.
Knowledge of both quantitative and qualitative research methods.
Good analytical and IT skills, including statistical tools and business analytics services (SPSS, Power BI, Excel).
Work experience in similar position and knowledge of the Lebanon Crisis Response Plan (LCRP), Protection and SGBV sectors.
Demonstrable competencies in setting up M&E systems. Formal training in monitoring and evaluation will be an added advantage.
Good communication and inter-personal skills, team player and self-organized.
Fluency in English and Arabic.
