TIF - Economist

Purpose:

TIF seeks to hire an Economist to support the implementation of the project’s monitoring and evaluation system as per TIF’s approved MEL Plan. The consultant will support and advise the MEL team on best practices to assess and report financial and economic impact attributed to TIF interventions executed through Objective1: Increased export of goods and services, and Objective two; Investment facilitation leading to increased domestic investment.

Responsibilities and Key Tasks:

In collaboration with TIF MEL team, the consultant will:

  • Propose required indicators to be tracked throughout the projects’ lifetime to help assess the economic impact of TIF interventions, based on initially set objectives.
  • Advise on socio-economic data to be collected during interventions, that would facilitate assessing economic impact of USAID investment.
  • Engage with MEL team (and possibly other teams and grantees) to provide early on realistic forecasts of the potential impacts of the selected interventions.
  • Design the methodology to determine the Direct, Indirect and Induced Economic Impact of the selected interventions, and the overall approach of the economic impact assessment.
  • Conduct economic impact assessments of TIF’s selected interventions.
  • Deduce the economic impact ratios & multipliers. Apply the deduced ratios and multipliers on TIF assistance.
  • Conduct analysis and risk assessments related to Objective two, Investment facilitation, to guide decision making.
  • As required, provide direct support and advice on economic and financial issues, such as guidance on economic and financial implications of policies on TIFs projects and initiatives.

Location of Assignment 

The location of this assignment is Beirut- Lebanon. 

 

Level of Effort and Period of Performance 

   60 working days from 24 April 2022 till 30 April 2023

Reporting and Supervision

    The consultant will work in close coordination with TIF CLA Director.

 

Qualifications

  • BA degree in Economics or a relevant major.
  • Minimum 10 years of professional experience.
  • Experience with multinational donors in economic impact assessment.
  • Strong interpersonal and communication skills, both written and oral, in English and Arabic.
