Security & Safety Officer

RELATIONSHIPS

  • Internally liaises with the head of operations, the management, other departments that are part of the delegation’s crisis management group. Coordinates with the head of sub-delegations and their security focal points in the field.
  • Externally liaises with security focal points of Lebanese Red Cross and IFRC and other Red cross movement partners. Coordinates with Lebanese security forces, Palestinian factions and other political contacts.

Main duties and responsibilities:

ACCOUNTABILITIES AND RESPONSIBILITIES

Security, Risk and Crisis Management

  • Develops, and adapts security rules, safety management protocols and ensures periodic reviews and compliance.
  • Supports the Head of Operation in setting up mechanisms in regard to Crisis management (preparedness)
  • Leads/organises the Beirut security and safety working group and supports (SSWG) the Head of Sub Delegations in the management of their respective SSWGs

Security Analysis & Monitoring

  • Provides analysis on developments and potential safety impacts on ICRC staff & assets through contributing to meetings.
  • Develops monitoring tools for security-related issues (incidents, passive security measures, car movements, etc.) and ensures all incidents are reported timely in the Security system.
  • Develops and strengthens a network of relevant external security contacts.

Training and Capacity Building

  • Provides comprehensive security briefings for all new staff or professional visitors to Lebanon.
  • Ensures systematic capacity building of all ICRC staff in Lebanon.
  • Ensures contingency plans, evacuation plans are in place and up to date
  • Conducts regular drills for all relevant emergency situations, including Fire/Medical evacuation, mass demonstrations, natural disasters, intrusions, crossfire, robbery, etc.

Liaison with Security Contractor

  • Is the primary contact of the security guards/contractor for all security aspect.
  • Develops and reviews/adapts Standard Operations Procedures of ICRC security contractors in Lebanon and ensures their effective functioning.

Operations Room and Field Movements

  • Supervises, trains and coordinates all radio operators
  • Drafts/adapts the duty schedule on a regular basis.
  • Organizes the Operations Room and ensures all field movements are monitored and registered.
  • In coordination with the Vehicle Fleet Manager and the ICT department, ensures vehicles are equipped with First Aid kit and staff are equipped with appropriate communication equipment and know how to use them.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Manages the team’s performance under their supervision.
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations.

ADDITIONAL DUTIES

  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

EDUCATION & PROFESSIONAL EXPERIENCE

  • 6 to 9 years of experience in a similar field of activity
  • Relevant University degree (Master or equivalent)
  • Training in Security Management, preferably in humanitarian settings
  • Experience in crisis management a strong asset.
  • Similar position/function in another humanitarian organization
  • Proficient in main MS Office tools, especially Excel.
  • Fluent knowledge in English and Arabic, French is an asset.
