Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter, Protection, Health and in Food Security and Livelihood sectors.

OVERALL MISSION
- GENERAL OBJECTIVE
The Humanitarian Affairs Officer supports Akkar and Tripoli Humanitarian Affairs Advisor (HAA) in context and security monitoring and ensures coordinated humanitarian access, by:
- Supporting the monitoring of the humanitarian, security and political context, identifiying the potential constraints and/or changes that may impact proper access to the assisted populations;
- Supporting the security & safety management of activites, staff and premises for all Akkar and Tripoli (T5) Governorates operations;
- Supporting and liaising on constant basis with key stakeholders (municipalities, associations, government, etc.) upon delegation from and oversight of HAA, including clearance processes (permissions, access etc..).
- RESPONSABILITIES AND TASKS
- SUPPORT CONTEXT ANALYSIS AND HUMANITARIAN ACCESS
- Support the Humanitarian Affairs Advisor (HAA) in data collection, crosschecking and in-depth analysis of information related to the context within the area of intervention;
- Provide regular and ad hoc (if needed) formal reports to the Humanitarian Affairs Advisor (HAA) or in his/her absence to the Field Coordinator for North and Akkar;
- Support the HAA for in collecting, verifying, analyzing and reporting information that may affect the humanitarian access for assisted populations (i.e. climate hazards, civil unrests, security incidents, strikes, blasts);
- Support the HAA in ensuring that the common speech of the NGO is disseminated to staff and enforced at field level towards local stakeholders and beneficiaries;
- Support the HAA in monitoring the compliance of PU-AMI’s staff and activities in regards to humanitarian principles.
- SUPPORT THE SAFETY AND SECURITY MANAGEMENT OF PU-AMI ACTIVITIES, STAFF AND PREMISES
- Support the process of in-depth risks analysis requested by HAA and on adhoc when necessary;
- In the field , ensure follow up on incidents affecting PU-AMI staff, and provide regular updates to HAA or in his/her absence to the Field Coordinator. Contribute to collecting relevant information for drafting the incident report by HAA within 24 hours, and in supporting the incident closure after 72 hours;
- Contribute to monitoring the safety of staff during and after working hours through a proper communication set-up, in coordination with the HAA and Logistic Manager;
- Maintain regular communication with the main focal points and reinforce the networking activities within local stakeholders (Municipalities, Governors, Union of Municipalities);
- Regularly liase with local authorities to retrieve or update conext information;
- Support in the revision of the safety and security rules for the bases;
- Contribute to the revision and updates for the context analysis, briefings and induction package tool for new staff in cooperation with HAA;
- Support the HAA on drafting reports, small briefings and presentations for the ongoing activities at the bases level;
- In coordination with HAA, carry out regular field visits in area of intervention to monitor activity implementation with regards to respect of security and safety procedures;
- When requested by the HAA, support on the development of training material for PU-AMI staff and employees on security and safety;
- Support the HAA in the elaboration and constant update of the Base Security Plan and the related set of security forms and documentation; propose changes based on context evolution to the HAA;
- In coordination with the HAA and Logistics Manager, review the security set-up of all premises and propose adjustments as required;
- Immediately alert the HAA in case of impending danger, or incident affecting the teams and/or the assisted population;
- In case of incident related to humanitarian access affecting PU-AMI teams or activities, report immediately, orally to the HAA;
- Act as a member of the Base Incident Management Team in case of absence of the HAA.
- CONTRIBUTE TO REPRESENTATION, LIAISON AND EXTERNAL COORDINATION
- Conduct stakeholder analysis and mapping when requested by the HAA;
- Constantly update the external contact list when requested by the HAA;
- Attend and actively participate in relevant meetings with local partners, stakeholders and donors, take notes and provide qualitative minutes/reports when requested by the HAA;
- Participate in the overall representation of the organization towards local actors, and provide qualitative minutes/reports, when requested by the HAA;
- Support the HAA in communicating and networking with all relevant stakeholders, by organizing regular bilateral meetings to provide updates on PU-AMI’s activities, facilitate humanitarian access, identify jointly needs and populations of concern (PoC);
- Ensure that proper documentation from authorities is available by PU-AMI staff to access restricted areas (ex. Wadi Khaled), in coordination with HAA.
Though this ratio may evolve over time, it is expected that the Humanitarian Affairs Officer will spend at least 50% of their working time outside the main office for field monitoring visits, network development and participation to external meetings.
The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.
- MAIN PRIORITIES OF THE DEPARTMENT – FOR FIRST 3 MONTHS of EMPLOYMENT
- Contribute with the HAA to the each six – months revision of the base’s security pakcage (next revision plan for March 2022);
- Contribute to the revision of stakeholders’ mapping and update of the context analysis as requested by the HAA;
- Contribute to follow up on the roll out and dissemination of the updated security plan, within the supervision of the HAA.
QUALIFICATIONS
Mandatory requirements- Language Skills: Fluent in Arabic and English (speaking/ reading/ writing).
- Excellent writing and analysis skills are mandatory.
- Education Degree: University degree in Humanitarian Affairs/Political Sciences or a related field.
- Work experience: 1- 3 years of professional experience in humanitarian access function, specifically in the area targeted. Experience in security management is a key asset. Experience in logistics management is an asset but not compulsory.
- Excellent knowledge of Akkar and North Governorates and needs prevailing in the area
- Computer skills: Very good knowledge in Microsoft Office (Word, Excel, Outlook), Google Earth and Google Maps, notions in using ARCGIS (desired).
