OBJECTIVES

Reporting to the Program Manager the Technical Officer Psychosocial Support Ensures and supervises the quality of the psychosocial support services provided to vulnerable persons and families affected by the Syrian crisis through remote support of partner/s .

ACCOUNTABILITIES

Line manager: Health Program Manager

Supervise: N/A

In direct coordination with:

  • Partners: PSS Program Team;
  • Beirut hub: Operational Team & Support Services;
  • Coordination based in Amman:PSS Technical Unit team

RESPONSIBILITIES                                  

Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

a- Provides appropriate technical guidance and support to PSS workers

  • Supports Health Program Manager and LLH Projects Manager on the design and implementation of appropriate Psychosocial Support (PSS) intervention to address the needs at the different levels of intervention (Rehabilitation center and communities) in the line with the HI strategies
  • Ensures a continuous technical supervision and on the job coaching of the PSS workers through regular joint field visits where possible otherwise remote support and supervision, case discussions, technical follow-ups and files/reports.

b- Ensures that the project’s activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary

  • Prepares Monthly work-plans, monthly reports reflecting Supervision sessions, Case studies with (MDT), Training Plans, sources of verifications etc
  • Ensures holding regular weekly / bi-weekly bilateral meetings with the PSS Workers and draft weekly minutes of meeting (MoM);

Consolidate the MoMs and make part of monthly report to the MHPSS Technical Specialist

  • Actively participates to project and mission meetings, including weekly meetings with the Program Manager Health
  • Supervises and supports the implementation of internal and external referrals and reports immediately any protection concern identified
  • Proposing changes, updates and improvements of relevant psychosocial activities according to the needs and HI strategy.

c- Adapts project documentation as required in accordance with global technical norms and standards

  • Contributes to and proposes changes, updates of the technical tools (Arabic and English) and documents used at field level in close collaboration with the MHPSS Technical Specialist/Coordinator

d- Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.

  • Assists the Technical Specialist and MEAL team in finalization of the MEAL tools and processes, and training the staff on their use
  • Regularly monitors the psychosocial needs of population and beneficiaries through technical supervision sessions with PSS Workers, shares with the Technical and Functional lines, proposes adjustments in on going activities
  • Participate in the donor reporting, construction of a LFA, and proposing activities along with other team members

e- Ensure coordination and collaboration with the Technical partners of the project as delegated by the specialist or the project officer

  • Holds bi-monthly technical meetings with the MHPSS Technical Specialist regularly, sends monthly plans and reports to MHPSS Technical Specialist
  • Ensures comprehensive approach to the needs of HI beneficiaries by working in close collaboration with the Multidisciplinary Teams of the Partner/s, and Health Program Manager and LLH Projects Manager
  • In collaboration with the Multidisciplinary Team, and the Health Program Manager and LLH Projects Manager, ensuring the HI pathway for beneficiaries of HI services

Provide technical learning from projects

a- Collects the elements necessary for capitalization or scientific documentation exercises

  • Ensures the appropriate collection of MH/PSS related data by field teams and its analysis in close collaboration with the MHPSS Technical Specialist, the database / MEAL Manager
  • Collects training resources , prepares presentation and training methods, success stories
  • Ensures regular reporting on his/her activities to the line manager and technical manager.

b- Contributes to technical learning under the responsibility of the specialist or project manager, based on   good practice

  • Ensures regular liaison with Health Program Manager, Projects officer, Rehab TA, and P&O TA, including providing feedbacks, technical inputs and recommendations
  • Contributes to the elaboration of technical guidelines, lessons-learned documents and protocols as necessary

c- Contributes to the terms of reference for evaluations

d- Implements recommendations for improving the technical quality of projects/project teams through Skill assessment, Appraisals and technical assessments of the teams,

Contribute to the animation of its trade sector

  1. Contributes to recruitment
  • Actively engages in the recruitment process with the HR for the Psychosocial Workers positions including shortlisting, testing and

interviewing and appraisals

b- Contributes to or leads the necessary technical training in his or her field

  • Identifies specific training needs through skill assessment and prepares Annual Training Calendar
  • Maintains training deliverables (attendance sheets, pre/post-test, training material), analyze the tests to record “change in knowledge” and maintains training information in Survey 123

c- Contributes to the skills upgrading plan for psychosocial workers

  • Ensuring a good communication and coordination with other HI teams (i.e. joint meeting with Multidisciplinary team). In close collaboration with the Health Projects Manager, update mapping of MHPSS services and useful resources in the areas of intervention.

Contribute to ensuring HI’s technical influence within its perimeter

  1. Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners
  • Represents HI in MHPSS Working Groups regularly in monthly meetings, presents activities and contributes in the technical discussions
  • Liaise with MHPSS chair and partners for joint activities i.e capacity building opportunities, making referrals, assessments etc

Note: the position requires a very high level of flexibility and is subject to evolve in order to respond to additional tasks or changes as identified by the line manager.

REQUIREMENTS

Education and Experience:

Essential

  • Master degree in Psychology

Preferred

  • Masters in Clinical Psychology

Essential

  • At least 3 years’ experience in working with NGOs and civil society in developing and emergency interventions
  • Possess clinical experience in providing individual counselling and group psychosocial support
  • Experience of working on Mental Health and Psychosocial Support  Community Based activities
  • Experience working with vulnerable groups, specifically persons with mental health conditions or psychosocial disabilities
  • Experience in related work within an NGO or organization in emergency or post-conflict setting
  • Experience in community-based psychosocial support and counseling
  • Willingness and ability to work with people with mental health problems or disabilities
  • Excellent reporting capacity skills (written and oral communication)

Preferred

  • Experience in both development and emergency fields
  • Experience/knowledge of capacity building and clinical supervision, training methodologies/adult education, pedagogy
  • Knowledge of Rights of Persons with Disability, IASC MHPSS interventions
  • Experience in supervising teams (PSS, Social workers)
  • Fluency in Arabic and English
  • Mastery of office software applications; word, excel, power point
