Medical Manager

CONTEXT

Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide to everyone, especially children, equal chances and opportunities of survival and development.

CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

CDE has been implementing humanitarian activities in Lebanon since 2005, working through local partners, such as HeartBeat, in order to provide access to medico-surgical care to children suffering from cardiopathies and orthopedics disabilities. Late 2020, CDE eventually opened its mission in Lebanon to respond to growing needs due to the significant deterioration of the situation. Since then, CDE is implementing activities related to the tertiary healthcare, including several aspects such as the strengthening of the healthcare system, early detection of congenital orthopedics disorders, psychosocial support, etc. – via direct and indirect (through local partners) implementation.

GENERAL DESCRIPTION

Under the management of the Head of Mission, the Medical Manager is responsible for the overall development and management of the medical/health aspects of la Chaîne de l’Espoir’s intervention in Lebanon. S/he works in close coordination with CDE Program team and with the various hospitals CDE collaborate with.

MAIN RESPONSIBILITIES

Medical/health technical support

  • Performs regular field visits to ensure CDE’s intervention is up to medical/health standards; and follow-up on the technical recommendations made to the Program team;
  • Ensures CDE’s intervention in Lebanon is in line with all medical/health standards and strategies of interest at inter/national levels (World Health Organization, Ministry of Public Health, Health Working Group, etc.);
  • Continuously assesses and analyzes the local healthcare environment and ensures timely communication to the relevant CDE departments;
  • Is responsible for the technical coherence and synergies between the projects where possible;
  • As the medical/health focal point in Lebanon, contributes to any internal medical/health-related task, such as the suppliers’ selection, the partners’ selection, etc.;
  • Leads sensitization and training sessions to CDE’s team to ensure the common understanding of medical/health matters in Lebanon;
  • Submits quarterly internal reports/analysis related to medical/health subjects to the Head of Mission;
  • Liaises with CDE’s HQ technical referents where necessary;

Networking and external representation

  • As the medical/health focal point for CDE in Lebanon, ensures external representation of interest with the humanitarian community, relevant syndicates, suppliers, partners, authorities, donors, etc. - in close collaboration with the relevant CDE departments;
  • Maintains and develops CDE’s networks pertaining to inter/national medical devices suppliers, surgeons, pediatricians’, head of hospitals, etc., in order to guarantee high quality and cost-efficiency products necessary to CDE’s patients – in close collaboration with the relevant CDE departments;

Project cycle management

  • Leads the development of all medical/health-related criteria, tools and standard operating procedures for CDE’s intervention - in close collaboration with the Program team;
  • In close collaboration with the Program team, performs medical/health activities in the field according to the ongoing projects - including but not limited to validating patient medical files, providing technical approval of hospitals’ invoices and proforma, negotiating invoices’ and proforma’s amounts where necessary, ensuring the identified patients receive adequate/necessary/high-quality and cost-efficient care, ensuring that all operated patients receive adapted post-operative care as agreed with the doctors if applicable, develop and conduct training courses to paramedical staff, conduct awareness campaigns, etc.
  • Collaborates with the Program team to develop an actors mapping and external referrals pathways;
  • Contributes to donors’ reports (medical/health-related sections only);
  • Pro-actively proposes to the Head of Mission re-adjustments of the projects based on documented challenges, gaps, weaknesses, lessons learnt and best practices;
  • Keeps CDE’s team informed on any medical/health-related challenges and opportunities;

CDE’s country strategy and proposals writing

  • Contributes to the development of the country strategy - in close collaboration with the Head of Mission;
  • Contributes to needs assessments, in close collaboration with the relevant CDE departments;
  • Contributes to proposals writing and amendments;

Others

  • Supports in the preparation and conduction of evaluations as regards the medical/health aspects;
  • Is responsible to ensure timely and adequate archiving of the medical/health-related documents (soft/hard);
  • Supports in the preparation and conduction of audits as regards the medical/health aspects;

Any other tasks as requested by the Head of Mission.

PROFILE

Academic background:
Graduate physician/surgeon with expertise in pediatrics, orthopedics and/or congenital anomalies [required]

Working experience:
At least five years of experience in pediatrics, orthopedics and/or congenital anomalies [required]
Enhanced knowledge of orthotics devices [required]
Excellent knowledge of Lebanon healthcare system [required]
Previous experience in networking / advocating with international, national and local stakeholders [required]
Existing networking in the health sector (syndicates, etc.) is a plus
Previous experience in the humanitarian field is a plus

Specific skills:
Strong commands of Microsoft office suite (Word, Excel, Outlook, PowerPoint) [required]
Strategic thinking, capacity to analyze and propose solutions [required]
Strong advocacy and negotiation skills [required]
Excellent verbal and writing skills [required]
Patient, flexible and with a sense of diplomacy in operational environment [required]
Strong organizational skills and capacity to prioritize and manage multiple tasks at the time [required]
Capacity to travel in CDE’s projects’ implementation areas of Lebanon [required]

Languages:
Fluent in Arabic and French or English (speaking, writing, reading) [required]
Knowledge of a third language (French or English) is a plus.
