MONITORING, EVALUATION, ACCOUNTABILITY and LEARNING (MEAL) OFFICER

  1. Organization and Project Background:

The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socioeconomic rehabilitation and advocacy and to prevent disability and reduce disadvantage”.

In Lebanon, the programs of WRF started in the early 1980s with training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions.

With support from WRF core staff in New York, WRF-Lebanon works closely with teams of consultants as well as concerned others to develop culturally appropriate initiatives that address all aspects of rehabilitation, from treatment through socio-economic reintegration.

  1. JOB PURPOSE:

The Project’s Monitoring, Evaluation, Accountability and Learning Officer (MEALO) will be in charge of the monitoring and evaluation of Project activities; and of benefiting from M&E to advance accountability and learning. The MEALO will devote 100% of her time to: (i) Update and execute the M&E plan; (ii) undertake regular field visits to support in implementation of the M&E plan and identify areas where adaptations and adjustments might be needed; (iii) review and update the data collection system and tools; (iv) train and coach project staff on M&E processes and tools; (v) collect project related data and produce needed reports;  (vi) support in documenting and sharing achievements, challenges and lessons learned; and (vii) nurture Project value, performance, and outcomes by engaging all concerned through a process of commitment to accountability, particularly to affected Project beneficiaries and people of concern, and learning.

 

  1. KEY TASKS:

The MEALO will be responsible for the following:

Assessments and Planning:

  • Conducting desk review of available assessments, surveys, and reports on Persons With Disabilities (PWDs) among refugees from Syria and in host communities and about related past and current interventions and programs.
  • Assisting in developing the assistance response plan based on the Project targets, indicators, deliverables, priorities, and selection criteria.

Project Monitoring and Evaluation (M&E):

  • Developing the Project’s M&E plan, within the framework of a MEAL approach, in consultation with Project officers and under the supervision of the MECLA Specialist.
  • Developing the M&E data collection tools in consultation with Project officers and under the supervision of the MECLA Specialist.
  • Conducting M&E related data collection and analysis.
  • Supporting the development of the Project activities bi-weekly tracking sheets.
  • Ensuring the interpretation of the data generated through the bi-weekly tracking sheets under the supervision of the MECLA Specialist, and dissemination of the deduced information.
  • Compiling the data and information necessary for the development of the Project periodic, mid and end-term reports.
  • Preparing pre-final versions of M&E reports, and related sections of required periodic and as needed Project reports. All under the supervision of the Project MECLA Specialist.
  • Undertaking regular M&E field visits to all regions of Project implementation.
  • Providing timely and relevant information to the Project team.
  • Monitoring delivery of services to Project beneficiaries in coordination with, and with assistance from, the “Community-Based Rehabilitation Programs Coordinator (CBRC)”, “Regional Focal Points (RFPs)”, and the “P&O Service Verification and Quality Assurance Officers”.
  • Reporting regularly and as needed on progress and challenges, and recommending corrective actions whenever needed.
  • Compiling and managing, based on WRF Feedback and Complaint Mechanism, all received feedback and complaints from Project stakeholders especially beneficiaries, engaged caregivers, and partners.

Project Communication and Reporting:

  • Supporting in the production and appropriate dissemination of Project related communication and awareness materials.
  • Identifying and developing Project related lessons learned and success stories in close collaboration and coordination with the Project’s Communication Officer (CO).

Project Implementation:

  • Liaising and coordinating with the Project partners and stakeholders to foster good working relationships with all concerned
  • Carrying out any other duties as requested by the Project management as may be needed and appropriate.
