Demo Area Water Demand Management Coordinator
The Demo Area Water Demand Management Coordinator role will be focused on providing technical expertise, oversight and coordination duties throughout the implementation of activities targeted at improving the water demand management capabilities and performance of the select demonstration (demo) water supply service areas at the Regional Water Establishment (RWEs).

She/he will support WSC project and its partners to improve water supply management capabilities, through the promotion of international best practices in Water Demand Management (WDM). She/He will be interacting with RWEs officials, private sector entities, service providers, other relevant stakeholders and one of WSC’s main partners, ADPI. The key role of the coordinator is to monitor and guide the process of outsourcing the management of the non-revenue water (NRW) reduction efforts at the demo areas.

Key Duties and Responsibilities:

The Demo Area Water Demand Management (WDM) Coordinator will be responsible for, but not limited to the following:

  • Coordinate the multi-disciplinary tasks related to the water demand and supply management in the selected water supply area in order to meet set key performance targets such as operation and maintenance (O&M) cost reduction, NRW reduction and other system efficiency improvement targets.
  • Assist the development of water supply programs and coordinate all management efforts under a well-defined WDM plan set for the demo water supply service areas
  • Participate in the design process of special district metering areas (DMAs) and monitor the demo areas’ system efficiency mapping campaigns to help improve water supply effectiveness and Demand Management performance.
  • Support the development of scopes of work to outsource private sector to undertake NRW reduction activities, meet O&M cost recovery targets, customer metering, registration campaigns, and leak detection goals.
  • Monitor and evaluate Key Performance Indicators (KPIs) based on performance monitoring and benchmarking programs relevant to WDM and based on international standards and benchmarks.
  • Provide technical support for the development of water conservation programs for water users in different sectors.
  • Facilitate the field work and linkages between RWE, technical consultants, sub-contractors provided by WSC.
  • Perform field technical support and supervise field operations in relation with water supply management.
  • Acquire and analyze water data to help forecast water demand.
  • Develop technical reports related to site instructions and supervision during the WDM activities.
  • Provide technical support for customer data base management, such as customer registry, meter readings, and billing and collection.
  • Support capacity building and skills development activities in both the public and private sector, and;
  • Any other duties requested based on WSCs crisis response plan.

Due to the current fuel, electricity, and water crisis in Lebanon, all DAI Water Sanitation and Conservation staff may be expected to perform some crisis response duties that are not captured in their job description.  It will be expected that all WSC staff be willing to assist with crisis response related activities within the reasonable recognition of their existing job expertise, experience, skills, and education

Qualifications:

  • The candidate must have a bachelor’s degree in water management, irrigation, water supply, or other engineering disciplines mainly civil and mechanical.
  • The candidate must have 5 years of relevant experience in planning, implementation, and operation and monitoring of water supply schemes  with adequate knowledge of the Lebanese water sector. Preference will be given to candidates with additional years of technical experience in relevant fields with focus on WDM.
  • Knowledge and/or experience in WDM projects at the national and/or international levels will be an asset.
  • Experience and competency in relevant computer packages (GIS, AutoCAD, MS Office and other engineering and designing packages).
  • The candidate should demonstrate, problem solving, analyzing, research, field team management, conflict resolution, and communication skills and experiences.
  • Experience working on USAID projects along with knowledge of USAID policies, strategies, and regulations and/or equivalent donors is considered an asset.
  • Excellent interpersonal relationships with national and international staff in a multicultural environment and with multidisciplinary teams.
  • Proven ability to develop solutions for complex construction and technical related problems and to develop resolutions in a timely manner.
  • Experience working with public sector administrations and technical field workers such line ministries, Regional Water Establishments, municipalities, industries, agricultural organizations, universities, civic action groups, contractors, and other private sector entities.
  • Excellent report writing skills.
  • Fluency in Arabic verbal and written skills, and excellent verbal and written English skills.
