DIVISION PURPOSE: This division exists to inspire, activate, and raise resources from our partners, supporters, allies and friends.
TEAM PURPOSE: The Funding and Strategic Partnerships team works across the confederation to support country teams in the success of their funding applications.
The overall accountability of the Bid Management team where the position sits include: 1. Improving Oxfam Great Britain’s bidding competitiveness, delivering technical advice and professional leadership across complex grant and tendered processes. 2. Working with FSP, Oxfam International Institutional Funding and country teams in leading on the implementation, adoption and mainstreaming of bidding best practises to reduce pursuit costs and maximise opportunity win rates.
JOB PURPOSE: The Proposal/Bid Manager-MENA works closely with Oxfam Great Britain’s strategic partner countries in MENA region, Oxfam International regional team, and staff from Oxfam Great Britain to bring together well-performing bidding teams to successfully pursue large grant and tender opportunities.
The role will contribute towards:
• Increasing OGB’s institutional income in the MENA region.
• Building stronger funding relationships and providing additional capacity to the OGB strategic partner countries.
• Build a new partnership with Oxfam International regional platform at MENA to advance One Oxfam goals.
The overall accountability of the role includes:
• Improving bidding competitiveness, delivering technical advice and professional leadership on bid development and management for opportunities (large, multi-country, regional) lead by OGB across the region.

DIMENSIONS OF THE ROLE
• Lead, develop and promote best practice in bid/proposal management.
• Develop and managing existing significant processes.
• Manage projects at unit/sub-unit level.
• Collate information from a wide range of well-defined sources.
• Specific technical/professional knowledge of MENA geography and various thematic issues from formal training and/or work experience.
• Frequent internal/external negotiations with potential consortium partners, country and regional stakeholders.
KEY RESPONSIBILITIES
Strategic leadership on bid development
• In consultation with the strategic partner countries and Oxfam regional team provide leadership to bid management for high value, multi-country, and strategic bids/proposals in MENA for OGB partner countries from institutional donors such as FCDO, EU, SIDA, SDC, EBRD and other Nordic donors, World Bank.
• Lead on analysing call for proposal requirements for institutional donors. (Request for Proposals, Invitation to Tenders. Terms & Conditions etc.) to support the bid team to develop donor responsive & compliant bids/proposals.
• Provide effective bid project management for high-risk, multi-country, or large complex grant & tender opportunities above the threshold of £1.5 million. Plan proposal/bid kick off meetings, develop ways of working, monitor the bid development process, bid reviews etc.
• Work with the key stakeholders at regional & country level to deliver successful proposals according to donor requirements and Oxfam quality standards.
• Act as bid/proposal writer and editor by bringing technical and non-technical inputs.
• Work alongside the Bid Manager-Pricing at OGB and country finance lead to develop pricing strategies for complex high value opportunities.
• Help develop effective bid/proposal winning strategies; helps build potential multi-stakeholder consortiums/partnerships; negotiates teaming agreements; assembles bid/proposal development teams; and prepares all necessary groundwork for bid/proposal development.
• Provide technical assistance, support and advice to staff working at country and regional level on bid development, including basic bid-cycle management, logical frameworks, bid/proposal budgeting, theories of change, and bid development processes.
Bid management systems & processes
• Lead on developing & implementing the bid/proposal development systems & processes for MENA region in collaboration with Regional Business Development Manager-MENA (RBDM).
• In consultation with the RBDM-MENA, develop & rollout regional training & capacity development initiatives with focus on large grants & tender opportunities.
• Develop relevant institutional donor specific bid resources which can be re-purposed for different solicited and unsolicited proposals, capacity statements and other donor facing documents.
• Lead on identifying setting systems and processes for approaching new funding modalities such as framework agreements & tenders.
Pipeline Management
• Under the leadership of RBDM-MENA, build better understanding of the programme and funding priorities of OGB strategic partner countries and develop a strategic response plan for countries and region.
• Work with OGB strategic partner countries to better understand their pipeline and bid management needs and feedback to the OGB bid team to develop relevant support to the countries.
• Work with Head of Bid Management to develop MENA regional opportunity pipeline (identify, build and track) funding & partnership opportunities aligned to OGB strategic priorities-Valuing Women’s Work, Climate Justice & RRR (Rights, Resilience & Response) with focus on multi-country, regional and cross-regional funding opportunities.
Strategic donor & partner engagement
• Under the leadership of the RBDM identify & map the key donors in MENA with large grant & tender opportunities. Develop and implement a road map to pursue the key opportunities.
• Support the RBDM to map the potential private sector and NGO partners for large grants & tender opportunities. PERSON SPECIFICATION

In addition:
• Sound understanding of the institutional donor and partner landscape particularly in MENA and familiarity with rules and regulations of public sector procurement.
• Experience of institutional donors such as FCDO, EU, EBRD, UN, Nordics and International Financial Institutions such as World Bank etc.
• Proven track-record in leading a broad range of successful bids/proposals (particularly in Oxfam’s thematic areas), showing knowledge and experience in leading best practice across both grants and tenders and across a range of donor agencies and funding mechanisms.
• Experience of working in matrix management system with wide range of stakeholders such as technical advisors, country funding coordinators, regional business development manager and finance lead.
• Strong verbal and written communications skills, including writing and editing quality proposal with input from technical experts.
• Proven ability to analyse, synthesise and document complex issues.
• Detailed oriented and analytical.
• Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment.
