Community Liaison and Logistics Officer (North)

Role and Responbilities:

Community Responsibilities:

 

  • Maintain a list of Medair Community Focal Points, to be updated and shared with PMs and the Lebanon Senior Management Team on a quarterly basis
  • Set up and join Medair projects teams in all meetings with municipalities, to ensure a consistent message and approach
  • Organise regular meetings with key external stakeholders in Medair areas of intervention (AOI) to maintain good relationships, communicate our mission and mandate, provide information on Medair projects, manage expectations, and resolve issues as they arise
  • Resolve access issues

Security Responsibilities:

  • Champion Medair’s safety and security policies at his/her assigned regional level by being the expert on what all security policies say and contributing to the information and analysis needed for policy updates
  • Identify potential concerns, risks and trends in his/her assigned region and ensure that relevant personnel are informed
  • Represent Medair in relevant UN/INGO/NGO/security forums and Tensions Taskforce of his/her assigned region
  • Support in providing the SSLO  with updated information from on the ground to feed into the strategic analysis of the political, social and/or military context in his/her assigned region and assess the impact on Medair’s operations
  • Immediately report all breaches of safety and security procedures and all threats to Medair staff, beneficiaries, activities, or assets in his/her assigned region
  • If there is any security incident in his/her assigned region, work with SSLO to resolve and conduct post-incident analysis and be involved in follow-up as necessary
  • Ensure vehicle and staff movements are monitored according to procedures
  • Provide weekly context briefing updates on latest developments and past relevant incidents to SSLO to be shared in weekly management meetings by SSLO 

Program Support Responsibiblities:

  • Ensure that Medair teams have localized permissions from external stakeholders in all cadastres in which the teams are working in the assigned region
  • Attend program activities in sensitive areas as/when requested by the PC or PM
  • Support the program staff in planning and implementing risk mitigation strategies (acceptance, deterrence, protection) in order to improve access
  • Focal point between programs and support department both in North and Bekaa to ensure smooth business continuity

Logistics:

  • Oversee the logistical operations of the North Base: procurement, contract management, stock, equipment and transport
  • Focal point for communication, maintenance requests, replacement cars with car rental companies
  • Train driver in North in all systems related to fleet and vehicle management, working closely with him/her to ensure logbooks, maintenance, fuel and washing is correctly carried out
  • Oversee fuel card system, maintain close communication with teams and usage, as well as with finance department for payments
  • Record and report fuel consumption for the North project fleet, cross checking invoices against receipts and logbooks on a regular basis
  • Update and maintain the staff Equipment Inventory List (EIL) and other equipment tracking forms ready for both regular and spontaneous audits
  • Manage all broken, damaged equipment according to the Medair Disposal Manual

Person Specifications:

  • University Degree (political science or relevant degree)
  • Minimum 1-2 years relevant experience in humanitarian work
  • Experience in safet & security, logistics or community engagement
  • Working proficiency in spoken and written english and fluent spoken and written arabic
  • Microsoft Office knowledge
  • Team-player with good interpersonal skills 
  • Encourgaing and supportive
  • Experience of working in a multicultural team
  • Independent, creative, flexible and open-minded in all matters
  • Ability to deal with conflict
