- Required qualifications, competences and experience
Qualifications
- University degree (bachelor or master’s degree) or a degree from a technical vocational education school in addition to work experience.
- Knowledge about governmental educational institutions such as public vocational training schools, the Directorate General Vocational Training and Education, companies working in construction, international organisations and non-governmental organisations in North Lebanon.
Professional experience
- 3 years of professional experience in planning and implementation of vocational training projects or related fields.
- Proven experience in youth and community outreach as well as liaising with companies.
- Experience in working with youth and women.
- Good knowledge about the institutional setup within the vocational training sector in North Lebanon.
- Good knowledge of the labour market in North Lebanon and the labour market needs in Lebanon.
- Working experience with governmental institutions in the vocational education sector, other governmental organisations, international organisations or non-governmental organisations is an advantage.
Other knowledge, additional competences
- Ability to understand complex interactions between different stakeholders and sectors
- Awareness and knowledge about the situation of refugees and host communities in Lebanon and vulnerable persons / “do-no-harm” approach in implementation of activities to avoid tensions between host and refugee communities
- Very good administrational and organisational skills.
- Very good numerical skills.
- Very good writing and communication skills.
- Very good working knowledge of ICT technologies (related software, phone, email, the internet and computer applications like MS Office).
- Native in Arabic, good knowledge of English, knowledge of the German language is a strong asset.
- Readiness to travel to different locations in Lebanon, especially North Lebanon.
- Social skills and teamwork skills.
- Responsibilities
The position holder is responsible for:
- Establishing and maintaining contacts with public TVET in technical vocational education schools in North Governorate and private companies under M 1 (Income and Employment Generation).
- Maintaining a good flow of communication and information between all involved institutions, counterparts and the GIZ UDP_NL team.
- Supporting and planning outreach activities for youth and women in technical vocational education.
- Planning, day-to-day follow up and monitoring of technical vocational education trainings.
- Preparing documents and reports for technical vocational education training under M 1 (Income and Employment Generation).
- Collecting data to monitor the indicators of M 1 (Income and Employment Generation).
In this context, the position holder fulfils the following tasks:

Project Description: North Lebanon is characterized by low economic growth, high unemployment and the country's highest poverty rates. On behalf of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), and the European Union, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Local Development Programme for Urban Areas in North Lebanon (UDP_NL). The programme applies a holistic approach by integrating measures in the fields of I. income and employment promotion, II. infrastructure development and III. strengthening of relationships between ethnic-religious communities in its projects. The income and employment generation component focus is on the support of new and existing MSME and strengthening the income generation capacity of youth and women in North Lebanon through participation in Vocational Education and Training (VET) courses in the six sectors (ICT, agri-food, health care, construction, tourism and creative industries), internship and career orientation measures.
