  1. Required qualifications, competences and experience

Qualifications

  • University degree at master’s level in Civil/Hydraulic Engineering/Renewable Energy/Water management or similar

Professional experience

  • Minimum of five years of experience in water/wastewater management
  • Experience in the sector of renewable energies is an asset
  • Proven experience working with municipal or private utility companies in the fields of water and wastewater or energy supply in Lebanon
  • Demonstrable ability and skill to work in partnership with a range of stakeholders and on different levels, including government, private sector and non-profit organisations
  • Knowledge in community participation is an asset

Other knowledge, additional competences

  • Knowledge of the relevant stakeholders in the water/wastewater sector in Lebanon
  • Knowledge of the relevant policies and political structures in the water/wastewater sector in Lebanon
  • Fluency in English language
  • Fluency in Arabic language
  • Excellent communication and presentation skills
  • Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open-source packages
  • Ability to work as goal-oriented and timely manner
  • Excellent intercultural and interpersonal skills and ability to interact with partners at various levels
  • Ability to work under pressure with high attentiveness
  • Willingness to travel nationally

 

  1. Responsibilities

The position holder is responsible for:

  • supporting the technical, and organizational implementation of specific measures related to the cooperation with the Ministry of Energy and Water (MoEW) as well as selected Water Establishments (WE)
  • reporting to the project manager, as well as planning and coordinating the measures and activities of the field of action and ensuring their steering and monitoring in consultation with the project manager
  • recognizing the need for adjustments in the conceptual design of activities and coordinating the necessary realignment with the project manager. Regarding activities at the Water Establishment level, this means, for example, activities of other major donors, and the sector policy objectives of the Ministry of Energy and Water are taken into account when planning interventions through the project.
  • collaborating with other units of GIZ, in order to ensure technical and methodological expertise and quality and knowledge management.

 

In this context, the position holder fulfils the following tasks:

  1. Project implementation and monitoring

The position holder

  • establishes and maintains contact and productive working relationships with the Ministry of Energy and Water (MoEW) as well as selected Water Establishments (WE)
  • establishes and maintains smooth communication with other relevant stakeholders in the water/wastewater sector including national thinktanks and international donor organizations 
  • plans the implementation of project measures in close coordination with the MoEW and WE
  • supports the MoEW and WE in carrying out activities related to the project goals
  • prepares terms of reference for consultants, manages procurement, ensures management and technical oversight of consultants appointed and quality assurance of deliverables submitted
  • prepares capacity building activities, such as the preparation of training plans in coordination with the MoEW/WE and training providers
  • Monitors the delivery of capacity building measures
  • supports the project manager in the planning and monitoring of project activities
  • Collects presence sheets according to GIZ procedures
  • plans and arranges meetings, workshops and other events in cooperation with the MoEW and WE and keeps record of proceedings
  • supports the relevant reporting on project activities and achievements to the contracting authorities (e.g. the German Federal Ministry of Economic Cooperation and Development)  

 

  1. Procurement

The position holder in coordination with the project admin assistant:

  • prepares and monitors the contracts for resources involved in the project’s implementation
  • monitors the contract fulfilment (preparation, signature, execution, closure)
  • prepares the required documents for issuing contracts for goods and materials

 

  1. Finance and Accounting

The position holder

  • collects invoices related to the projects implementation to be handed over to the admin assistant
  • collects justifications and provides payments/reimbursement to project beneficiaries

 

 

  1. Other duties/additional tasks

The position holder

  • prepares and uses operational plans (activities, time and costs) for the related activity
  • assists the project manager in communicating with project stakeholders
  • takes part in and contributes to operational planning and monitoring meetings
  • prepares publications and communication tools
  • does simple translations (Arabic-English; English-Arabic as required)
  • maintains polite and professional verbal and written communication
  • assists the project team in arranging meetings and events
  • handles requests for information and data
  • participates in project activities when required
  • conducts regular field trips to project sites
