MEAL & Partnership Officer

The MEAL & Partnership Officer primarily establishes and oversees a functional MEAL system for the project.  A MEAL officer communicates with the INGOs and fundraising platforms’ representatives, the identified local NGOs, civil society members, technical advisers, implementing partners and other stakeholders. He/she must also have efficient communication skills and is able to build good trustful relationships with local partners.

Detailed Job Description

Develops, implements, and assesses monitoring frameworks for all partnerships and projects, as well as for funding proposals in collaboration with donor and senior project staff, including requirements, reporting, baseline, and evaluation surveys.

Support the program development manager in specific projects in all the phases of the partnering process: exploration, the proposal writing, negotiation with partners, budget preparation, and review of donor agreements.

Contributes to the development of annual work and project management plans to identify project targets and ensure inclusion of M&E activities.

Provides strategic assistance to program leaders and program officers, in developing strategies, processes, as well as in initiating and enhancing partnership relationships with multilateral and bilateral development institutions, foundations and the private sectors.

Under the supervision of program development manager, he/she develops, monitors, manages, and evaluates small research projects and RSPs (Research and Sponsored programs) that relate to partnerships.

Develops monthly KPI reports to systematically document performance, track progress against indicators, and ensure the alignment of M&E activities with program goals.

On a regular basis, develops additional databases and tracks tools as needed to demonstrate the effectiveness of project interventions.

Supports program staff by developing specific donor landscapes, information documents, analysis, partnering and resource mobilization strategies; Provides input to the development of partnering policies and planning, as well as report to program development lead on issues related to donor funding.

Analyses data for accuracy, flag validation or quality issues, and contributes to system solutions.

Supports the development of partnership strategies and provides advice on funding opportunities.

Coordinates with program leads before sending the reports to donors.

Supports the development, design, and writing of proposals and concept notes for related programming information management and reporting.

Contributes to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products.

Receives and channels Feedback received from the partners to the organization.

Supports in recruiting, interviewing, and training new M&E staff and/or consultants.

Cultivates and strengthens relationships with International and local partner organizations, donors, private sectors partners, and national authorities.

Skills/Traits

Proven analytical and problem-solving skills.

Detail-oriented.

Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results.

Skills in designing and implementing information management and performance measurement frameworks.

Demonstrates understanding of emergency response activities.

Knowledge and Experience:

1-2 years of experience in community-based projects, humanitarian work, or related field.

Excellent interpersonal and problem-solving skills, creativity, and flexibility.

Experience and knowledge of monitoring, evaluation, and needs/impact assessment methods.

Accountability and learning experience preferably with INGOs with expertise in databases.

MS Office and other analysis software such as SPSS.

Proficient in report writing and documentation.

Demonstrate strong English and Arabic oral and written communication skills.
