CfW Supervisor & Field Officer

Cesvi is looking for a CfW Supervisor to be involved in the AICS funded project in Bourj Hammoud over a period of 2 months, and, potentially as Field Officer in the AICS funded project in Barja and Sibline over a period of additional 2 months. S/he will be responsible for the conduction of project activities on the field in close coordination with the Project Manager.

JOB DESCRIPTION:
The employee will work under the supervision of the Project Manager. S/he will be responsible for liaising with local partners and stakeholders, including local authorities, and for planning and following up on the project activities and supervising the work of junior CfW Technical Supervisors. S/he will ensure that activities are delivered according to the projects objectives and in compliance with Cesvi and donor’s regulations
S/he will work in close collaboration with the Project Staff (both local and international)
S/he will support the PM and the admin & logistic staff with the project procurement procedures if needed.

MAIN TASKS and RESPONSIBILITIES:
S/he will perform and be responsible for the following tasks:
• Handle the daily follow up of project activities on the field, track the progress of the activities and provide timely feedback
• Carry out technical inspections in the project location with the purpose of setting-up the CfW timetable and workplan
• Establish a close and continuous coordination with project local authorities (municipalities and SDCs) and timely follow up
• Follow up on CfW teams on a daily basis ensuring activities are conducted on time and accountability standards are met
• Carry out regular field inspections in the project target locations
• In coordination with the PM, monitor the project Covid-19 contingency plan
• Timely identify project technical and programmatic needs and challenges and propose solutions
• Translate into Arabic and/or English relevant documents related to the project
• Support the PM in preparing monthly budget forecast by informing about activities expected costs
• Prepare project informative material and handover documents
• Monitor CfW beneficiaries participation in the activities in coordination with the MEAL Coordinator and PM
• Document and report any bottlenecks or challenges faced during the project, including lessons learned
• Develop monthly, interim and final project detailed reports
• Support the PM in developing project and budget amendments and no-cost extensions if needed
• Develop the CfW technical plan and teams (for Barja and Sibline only)
• Support the PM in the selection of Technical Supervisors
• Support the PM in the conduction of Steering Committees Meeting, including taking Minutes of Meetings and ensuring translation and circulation among members
• Support the PM in overseeing the implementation of activities by the Project Partner
• Support in the coordination with MoSA focal point at central level and SDC focal points at local level

REQUIRED COMPETENCIES AND SKILLS
- Previous experience in a similar position in the NGO sector
- Previous experience with CfW or similar interventions
- Bachelor Degree in civil engineering will be considered an asset
- Very good knowledge of the project context
- Demonstrated experience in liaising with local authorities
- Previous experience in dealing with contractors will be a strong asset
- Proven Computer literacy, particularly in Microsoft Office: Word, Excel, ppt
- Attention to details
- Fluent in Arabic and English
- Very flexible and with a positive attitude
- Good team player and proactive attitude in problem solving
- Honest, trustworthy, and respectful
- With cultural awareness and sensitivity to needs of vulnerable populations
- Able to work independently under tight deadlines
- Able to observe deadlines and achieve results
- VALID DRIVING LICENSE

CONDITIONS
S/he will work on a 2 months contract for the intervention in Bourj Hammoud, with possibility of extension of additional 2/3 months working in Barja and Sibline. Further extension may be considered if funds are secured.
