NRC LEBANON: Supply and Installation of Solar Back up Systems for five public schools Tender Ref # 22-Bei-0011

ABOUT THE TENDER

NRC funded by the KFW Development Bank is willing to assist in the improvement of students’ accommodations and needs & meet safety, protection and hygiene standards in Lebanese Public schools

As part of NRC’s Education Program currently being implemented in the North, South and Beqaa regions of Lebanon, an agreement was reached between the Lebanese Ministry of Education and Higher Education (MEHE) to support existing education facilities through the rehabilitation of identified public schools, and part of that said improvement NRC aims to install a PV Back Up System alongside with Batteries, Inverters and Earthing in five schools to accommodate for the continuous blackouts and poor power supply.

One (1) in Northern Lebanon, three (3) in Beqaa and one (1) in Southern Lebanon.

OVERALL ENERGY REQUIREMENT:

The overall energy requirements desired for all of the 5 schools are estimated to be as follows:

School 1: Modules KWP 10 KW, Storage Capacity: 48 KWH

School 2: Modules KWP 7.5 KW, Storage Capacity: 36 KWH

School 3: Modules KWP 15 KW, Storage Capacity: 88 KWH

School 4: Modules KWP 10 KW, Storage Capacity: 56 KWH

School 5: Modules KWP 10 KW, Storage Capacity: 64 KWH

CONTRACTORS CLASSIFICATION &MINIMUM REQUIREMENTS

Eligible bidders are Contractors:

1)           Administrative Compliance:

2)           Experience

i.            Minimum (3) years of experience in renewable energy works and Electromechanical works.

ii.           The bidder, as a Prime Contractor, has implemented at least (4) projects of similar nature implemented over the last three (3) years. Experience as a subcontractor will not be considered.

iii.          General experience in working with international organizations of minimum 1 over a period of 5 years.

iv.          Particular experience within the past three (3) years as a prime contractor for solar works in public and/or private institutes (Schools, Hospitals, Government building, factories) of minimum of 2 contracts exceeding overall contract value of (50,000 USD) per contract.

3)           Key Personnel

i.            Evidence of suitable personnel consisting of a prime and alternate candidate for the key positions meeting the minimum experience requirement specified below.

4)           Bid Security, Liquidity & Annual Turnover

i.            Bank Certificate for Financial Capabilities: A Bank certificate for access to liquid assets and/or evidence of access to or availability of credit facilities of not less than (150,000 USD)

ii.           Total Annual Turnover in supply and installation of renewable energy systems for an average of (300,000 USD) or equivalent over the past five years.

5)           Work in Hand and Current Contracts

i.            Submit a detailed list of current contracts in hand and other commitments, in order to proof the Bidder’s available capacity to undertake this contract within their current workload

ii.           To get the pass mark for this criterion, the value of unfinished works in hand shall not be more than the Annual Turnover of the previous year. If the project is nearly in completion (90% to 100%), it will not be considered as a project in hand.

Note: The cumulative work capability is calculated as = highest annual turnover in the last three years - Amount of works in hand.

6)           Construction Schedule and Method Statement

A duration of TWELVE (12) weeks is the allowable timeframe for the schedule ,starting from the date on which the Contractor will be given Access to the Site and receive a notice from the NRC Engineer to commence the Works and ending on the date of substantial completion of Works stated in the Certificate of Substantial Completion. 

7)           Essential Equipment /Assets

Bidders must demonstrate adequate ownership of, or access to hire the following equipment listed below by completing the equipment form (Schedule No.1) for each item of equipment.

8)           Health & Safety

The Bidder is required to submit a copy of their proposed Health and Safety plan

Closing date for requesting the Tender Pack is June 16, 2022 at 10:00 AM. Application form link will be disabled and all requests after that date will not be considered.

Works are expected to be completed with a maximum period of Twelve (12) weeks.

TENDER PROCESS/SUBMISSION.

All interested and eligible firms are requested to submit their offers in person and not by email in a sealed envelope to:

NRC Beirut Office, Finance Dpt. 10th flr. Weavers Center, Clemenceau, Beirut, Lebanon.

Interested Contractors must attend all the five (5) mandatory sites visits that will be facilitated by NRC. Details of these visits are shared in the ITB.

Closing date for submitting bids is July 12, 2022 at 14:00.

All bids submitted after that date will be rejected.
