JOB SUMMARY
The R&D Officer is a key member of the Program Development Unit, responsible for leading in-house learning initiatives and monitoring the translation of the learning into tangible actions within the design and implementation of CL’s programs. More specifically, the R&D Officer participates in strategy development, program development, leads on multi-sectoral needs assessments and documents learning through regular collaboration with the support and implementation functions.
MAJOR DUTIES / RESPONSIBILITIES
Operational Duties
- Pilot “Learning Workshops” after the collection of key challenges and learning components from on-going projects with PCs to share learning and best practices with project teams
- Contribute to the sectors strategies through the development of capacity statements for each sector and, in collaboration with the MEAL team and the respective HoD, set a clear logical framework for each program department at CL
- Embed production of population and evidence-based research into CL’s programming by leading on multisectoral needs assessments in collaboration with the IM and MEAL Functions at CL
- Integration of Information and Communications Technology (ICT) tools and material for CL’s programing in collaboration with the IM team
- Produce periodic context analysis for program development purposes and sectoral specific contexts in collaboration with the SGC’s and WG’ Focal Points
- Assist the PD unit in fundraising endeavors especially around donors’ scoping, mapping, and follow-up
- Assist the PD unit with leading on KIIs and FGDs for the purpose of proposal development
- Assist in any other task requested by the Program Development Manager within the scope of work of the unit
Generic Duties
- Follow Caritas Lebanon operational policy and procedures
- Respect the internal policies and procedures for example: dress code, attendance, discipline, etc.
- Complete schedules, activity planners, monitor staff availability and act against any shortfalls
- Resolve any staff issues and escalate any unresolved issue to the Executive Director/ Upper Management
- Perform other related duties as assigned by the director
JOB KNOWLEDGE
Academic:
- Bachelor in Social Sciences, Political Science, Law, International Relations, or any related field.
Other Qualifications:
- Communication, writing, analytical and negotiation skills
- Additional Training:
- Strong problem-solving and critical-thinking skills and ability to foster teamwork
- Able to work well with a team and establish relationships with other teams
- Able to meet deadlines and learn new tasks and procedures quickly.
- Cooperative, hard worker, discrete, and trustworthy
Related Work Experience:
- 3 years of Experience in project reporting, research and analysis
- Experience with qualitative and quantitative research methods
- Very good knowledge of Lebanon and its communities
Language skills:
- Fluent English with excellent oral and written communication skills
- Arabic and French are desirable
Computer Literacy:
- Microsoft office, EViews, and SPSS – Advanced level
