Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.

Contract Type & Duration: Fixed Term Employment Contract / 1 year renewable
Job Purpose
Improving the quality of ARM’s work by coordinating and streamlining ARM’s programmatic learning and evaluations.
Areas of Contribution & Related Accountabilities
The jobholder’s responsibilities in this area include:
I) Handling internal programmatic learning:
- Developing and coordinating processes to elicit and document challenges, lessons learned, unintended consequences, etc., as needed, and sharing the findings at a managers/organization level
- Identify learning gaps/opportunities from the data analysis conducted by the MEAL team
- Providing information or empirical data to support team decision-making and planning
- Taking an active role in team and organizational planning
II) Coordinating programmatic/impact evaluations, in coordination with the MEAL Manager:
- Conducting regular activities to collect useful information and feedback from MWs in relation to our work and its impact
- Coordinating annual impact assessments for the different teams (to collect feedback and understand impact) with the guidance of the MEAL Manager or external evaluator
- Supporting in planning and managing organizational strategic workshops (e.g. planning MEAL systems, long-term planning)
- Supporting the work of external programmatic and organizational evaluators and being their main point of contact when needed
- Supporting managers and directors in assessing and reflecting on completed work, by conducting activities such as regular learning meetings for all teams
III) Coordinating staff training program:
This Programs Officer will play the role of “training lead”, in charge of coordinating the training program. This includes:
- Coordinating, organizing, and managing training and capacity-building plans, activities and processes
- compiling training needs collected from staff on a rolling basis
- Identifying and contacting trainers, reference-checking
- Deciding upon fees and drafting LOAs, in coordination with HR
- Ensuring appropriateness of training agenda and contact
- Overseeing all logistical arrangements done by Procurement & Logistics Officer (scheduling sessions, preparing the space, refreshments, etc.)
- Coordinating training evaluation and any other follow-up required
IV) Supporting organizational reporting and documentation:
- Assisting different teams in producing summary and reflective reports on projects when needed Assisting fundraising team with reporting (relevant to role, e.g. qualitative indicators)

- Regular contact with MEAL Manager and Programs Officers

External Communication
- Regular contact with migrant community members
- Occasional contact with evaluators, researchers, relevant consultants, etc.
Framework, Boundaries, and Decision Making Authority
The jobholder suggests possible solutions to the MEAL Manager for final decision-making and takes necessary actions once approved.
Knowledge, Skills and Abilities
- Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
- 1-2 years of experience developing and maintaining M&E and feedback and complaints systems.
- Experience working with and building capacities of staff members is essential.
- Experience working with consultancies is preferred.
- Excellent technical skills in contemporary accountability, humanitarian standards or relevant M&E methods and practices, with hands-on experience in qualitative and quantitative data collection and analysis.
- Proven ability to design and lead training engagements with staff and partners to enhance skills and adapt systems.
- Strong computer literacy, excellent Microsoft Excel skills.
- Strong ability to work independently, multitask, prioritize, and manage time efficiently.
- Excellent interpersonal, organizational, communication, teamwork, relationship-building skills.
- Fluency in English and Arabic is required.
- Strong English reporting skills.
- Knowledge and understanding of human rights and migration issues, and of the situation of migrant workers in Lebanon.
- Excellent negotiation, mediation and problem-solving skills.
- Ability to interact with different stakeholders and work under pressure in complex situations.
Schedule and Salary
- Schedule: 40 hours/week.
- Salary: $1,200-$1,500/month, depending on experience
