Team of researchers to conduct survey assessments with medical field and governance and policy making experts, also to develop “Transparency in Management of Funds in Healthcare Crises” Manual for Public Actors

About LTA

The Lebanese Transparency Association - No Corruption (LTA) was established in 1999 with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability. LTA later became the national chapter of Transparency International (TI).

 LTA has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistleblowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law etc....), and the monitoring of parliamentary and municipal elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance …

LTA was chosen as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery and Reconstruction Framework (3RF), which was launched in response to the aftermath of the Beirut Port explosion.

LTA is looking for a team of researcher in the hopes of combatting corruption arising in response to the COVID-19 pandemic. The research program will measure corruption risks in COVID-19 emergency response funding through tailor-made anti-corruption interventions in up to 11 countries that aim to strengthen key institutions and accountability mechanisms at national and multilateral levels to reduce the scope of corruption across relevant state institutions and sectors of the economy and hold corrupt actors accountable for abuse of COVID-19 related support.   

 

Program’s key objectives, outputs and activities:

-Evidence based monitoring and evaluation of public funds and incoming aid from international agencies.

Outputs:  

  • Online monitor for COVID19 related donations and public expenditure.
  • Efficiency indicator to monitor crisis and vaccine management operations.
  • Analytical data reports on updated information on COVID19 management.

Activities:

  • Conducting Assessments/Surveys with10 experts in the Medical Field to discuss.
  • Conducting Assessments/Surveys with 40 experts in Governance and policy making to assess the impact of COVID19 on reform progress in Lebanon.
  • Conducting situational analysis.   
  • Development of  Efficiency  indicator to monitor crisis  and vaccine management plan.
  • Production of periodic data reports/sheets and disseminate through tracker and social media platforms.

 

-Lebanese state actors committed to implement COVID19 programs with transparent disclosure. 

Outputs:

  • Transparency in Management of Funds in Healthcare crises Manual for public actors.
  • Disclosure and open data of Government led COVID19 work communications and social media Advocacy.  

Activities:

  • Production of material for 4 podcast episodes.
  • Production of material for development of pamphlets, citizen made videos etc.

 

LTA will design and collect data to develop the Aid Tracker, an online platform focused on monitoring the incoming aid that is mainly oriented to Vaccination and socio-economic support, which will be based on the conducted survey assessments by the research team with 10 experts in the Medical Field to discuss challenges and risks of corruption in the medical field to assess their views in the wake of the COVID19 pandemic, and with 40 experts in Governance and policy making to assess the impact of COVID19 on reform progress in Lebanon.

Based on the data gathered through the assessments and situational analysis, LTA and the research team will develop:

  • Indicators designed to assess the levels of efficiency of public institutions in managing aid related to the COVID 19 response focusing on transparency of managing aid.
  • A manual for Public Actors on “Transparency in Management of Funds in Healthcare Crises”.
  • Production of materials for 4 podcast episodes:30 minutes long podcast sessions with 1 with research writer to discuss paper; 1 with international organizations members (WB/IMF), 1 with decision maker and 1 with medical field experts to discuss reform priorities and relation to COVID19.

 

Required Competencies:

The researchers should have the following knowledge and experience:

  • PhD or a specialized master in the topic of the assessment, good governance, social science
  • Proven record of relevant surveys, assessments and/or publications.

Financial Proposal:

Applicants are requested to send a detailed Financial Proposal that includes all costs related to developing the policy paper.

 

Award criteria

LTA will award the Contract to the Candidate whose proposal has been determined to be substantially responsive to the documents of the Request and which has obtained the highest overall score:

 

  • Applicant’s Ability to access the relevant locations in Lebanon: 10 points
  • Team Composition e.g. Relevance, technical expertise, language skills, education, analytical skills: 10 points
  • Realistic and adequate work plan in responding to the scope of work and activities, with clear time frame and milestones leading to the set deliverables: 20 points
  • Proposed Methodology: 20 points 
  • Financial Offer: 20 points
  • Technical Expertise in Public Health, Good governance: 10 points
  • Relevant Track Record of similar assignments. A Minimum of one publication of previously conducted research/study should be attached: 10 points
