HR Officer (Recruitment & development)

OBJECTIVE OF THE POSITION:

Reporting to Lebanon HR Manager, the “HR officer” ensures efficient and adequate development of the human resources implemented in Lebanon. S/he ensures the implementation of career management processes and policies including recruitment, appraisal, training and career management to promote retention of qualified staff within the organization. S/he supports the Country HR Manager in the field of personnel skills development and proposes improvement in the working practices.

 

Line managed by: HR Manager

Interacts with:

Regional program: HR Partner/Personnel Development,

Shared services: HR officer, Finance team, Logistics team

Operations team: Project managers and Project officers

 

Responsibilities

Responsibility 1: Carry out recruitment processes of staff in accordance to HI procedures

Objective: to ensure the needs of the mission in terms of qualified human resource is well defined and the recruitment process is fully and fairly implemented

Benchmark:  recruitment processes are implemented, job description reflects responsibilities of the position, sufficient HR are analysed and advised for each department, recruitment monitoring chart is updated and shared with HRM on time, every new employee receives induction, all staff and partners are trained on recruitment process

Activities:

Support the HR Manager to analyse and define appropriate human resources needs in each department

Assisting line managers to write job descriptions which reflects the requirement of the position

Launching recruitment processes and ensure strict compliance to HI procedure and policy

Conducting the whole recruitment process with the line managers (announcement, shortlist, interviews, CV weighing, job offers)

Ensuring high quality and transparent recruitment processes are in place within the mission

Coordinating internal mobility process of national staff within the missions

Giving support and coaching on recruitment process to managers and mission staff

Updating the recruitment report and send to HRM

Liaising with the regional office for the arrival and departure of international staff for Lebanon in collaboration with the logistics team

 

Responsibility 2: Improve staff retention in Lebanon through implementation of personnel career management in accordance to HI procedures

Objective:  to ensure qualified staff receive equal career opportunity and that they are guided to achieve their potential so as to improve their loyalty to HI

Benchmark: Appraisal process are done properly, potential training providers are identified, training needs are identified, training plan is updated and reported to HRM in timely basis

Activities:

Ensuring adequate induction is provided for newly recruited staff, national and international, with proper plan and meetings based on HI policies and guidelines

Organize national and international staff appraisal process in Lebanon: compiling results, facilitating appraisal committee, communicating decisions

Carrying out refresher training on the appraisal procedure

Facilitating identification of staff training needs in collaboration with the line managers and the technical referents

Carrying out regular career development interviews and skills assessment with the staff

Identifying talents and low performers and proposing support plans accordingly

Ensuring collection and follow-up of mission training needs

In collaboration with HRM, looks for training providers and ensuring the follow up of training providers database

Conducting assessment of the impact and relevance of training sessions done by the staff

Updating the training plan and report to HRM in monthly basis

 

Responsibility 3: Ensures the administrative, financial and logistical management of skills-development actions

Benchmark: Training are implemented properly, Venue are reserved, Invoices settled on time

Activities:

 

Carries out and monitors registration to training courses (agreement, confirmation, payment, travel, accommodation etc.)

Supports face-to-face training course logistics.

Ensures a link with external service providers: buying the training, negotiation and external representation.

Organises or takes charge of feedback or statistics

 

Responsibility 4: Emergency preparedness and response

Objective : Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI

Activities:

Prepare pool of candidate ready to deploy in case of emergency

Note that this job description must remain flexible; to respond to additional tasks or changes as identified by the line manager.

 

EDUCATION AND EXPERIENCE:

Master Degree in HR management

Strong experience in Human resources development, at least 3 years

Previous work experience with I/NGOs

Proven knowledge of recruitment processes, training, personnel administration, document filing system

Knowledge of employment legislation and social security law in Lebanon

 

PROFESSIONAL STANDARDS:

Fluent in English and Arabic (French a plus)

Excellent communication, diplomacy and negotiation skills

Very good organizational skills        

Good oral, written communication and presentation skills

Proven ability to use initiative in carrying out tasks

Proven ability to prioritize tasks and to organize workload

Problem solving skills, critical thinking, self-initiative

Autonomous in using the basic functionalities of Microsoft Office (Word, Excel, PowerPoint, Outlook)
