Senior Procurement & Logistics Officer - Lebanon

Key responsibilities of the Senior Procurement Logistics Officer include:

Procurements:

  • Drafting Procurement Plans (PPP) and other ProLog needs and requirements at the start of each project. This applies for DCA and for Partner implemented projects.
  • Based on the PPP and the PR from the Operational Teams and Senior Management of DCA Lebanon, is responsible for the implementation of the ProLog activities.
  • Initiates procurement processes in accordance with the PPP, DCA and Donor policies and requirements. This includes national and international tenders, the evaluation of technical requirements by the Operational Teams, the Request for Quotation (RFQ), evaluation of the received bids and proposals and make sure the bids evaluation report, technical evaluation and award notice comply to the DCA standards.
  • Negotiates and manages contracts with suppliers and initiate the payments to the Finance Department.
  • Facilitates anti-terror and anti-money laundering check of suppliers using the FINScan system.
  • Establish Framework Purchase/Service Agreements with suppliers for standard items and services based on the PP.
  • Responsible for receiving goods and quality control and for international shipments aclearance at port, customs and VAT;
  • Ensures proper filing, administration and reporting, including the Purchase Request Tracking Overview, Procurement Plans and all Donor Files are updated, and copies of all documentation is uploaded on DCAs internal systems (sharepoint/teams/ADMIND)
  • Manages relations with suppliers, including the development, evaluation and updating of supplier list based on needs. S/he conduct regular evaluation of existing suppliers and contractors, taking into account quality of service.
  • Ensures that all DCA and donor policies and procedures are followed and adhered to in all transactions relating to logistics and procurement

 

Assets and Stoke Management

  • Responsible for all stock management (assets and inventory) including technical, non-technical field equipment, consumables and all other stock items in all locations and recording on individual Stock Cards in ADMIND. Provides technical supports to the storekeeper(s);
  • Responsible for monthly inspection and stock count, in line with DCA polices;
  • Ensures that the stock management for medical equipment and medicine is correctly carried out by the Medical Coordinator/Senior Medic. Ensures that safety and security equipment is available and functioning with the support of the Safety and Security Focal Point;
  • Responsible for asset and property management, including upkeep, repairs, and maintenance. Supports the Prolog Fleet Management where needed.

 

Coordination

  • Supports the DCA Lebanon programs (own staff and partners) with all logistics and procurement issues and needs. 
  • Coordinates the ProLog operations with the operational teams and partners. S/he coordinates the program needs as requested by the programmatic heads of departments;
  • Coordinates the ProLog operations within the department of Support Services –Finance and Admin
  • Provides technical support towards the ProLog Team of DCA Lebanon where needed.
  • Coordinate with DCA HQ ProLog department on DCA standards and International Procurement as implemented in the country and with partners in country.
  • Build excellent relationships with the Operational Teams and DCA’s partners. 

 

 

We are looking for the following technical competencies:

  • Minimum of 5 years professional experience in logistics, supply chain management, contract management, procurement or other relevant experience.
  • Preferably experience with Humanitarian Mine Action and supporting Humanitarian partners. Feels comfortable in supporting and capacity building of team members and partners. 
  • Preferably experience working with (I)NGOs and International Donors such as USAID, EU, DANIDA
  • Fluency in written and spoken English
  • Strong communications skills,
  • Strong ability to plan, coordinate
  • Proven experience with training and mentoring
  • A relevant academic qualification

 

Education, Languages and Skills:

  • Bachelor’s degree in Logistics, Supply Chain Management, or any related field. Equivalent relevant professional experience is also accepted.
  • Professional driving license.
  • Good IT skills, including MS Office, Teams and ADMIND.
  • Fluent written/spoken English and Arabic.
  • Excellent communication, interpersonal and team skills. Should have a good sense of humor.

DCA has been working in Lebanon since 2007, starting with Humanitarian Mine Action (HMA) activities. DCA clears landmines and other explosive remnants of war to reduce safety risks and release of land to the population for improved socio-economic development. DCA self-implements HMA projects on the Blue Line and on Mt Lebanon with a team of around 70 people.

 

Besides that, DCA supports several Humanitarian projects, that are implemented by national partners throughout the country. DCA aims to save lives and build resilience within communities in Lebanon that need support through the provision of protection services, basic assistance, and livelihoods support, among other sectoral interventions. This team is much smaller, around 3 people.

In all aspects of its programming, DCA Lebanon prioritizes working with local and national Lebanese organisations.

DCA offers the successful applicant a one-year contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work between Beirut office and Tyre Office, 50/50.

 

Salary and conditions will be in accordance with Danchurchaid Terms of Employment for national staff. Deadline for applications is 20 June 2022. Written test and Interviews will take place on rolling basis.
