MEAL Officer

Job Purpose

The Monitoring, Evaluation, Accountability and Learning Officer will be in charge of the monitoring and evaluation of Project activities, and reflect M&E to advance accountability and learning. The Officer will be fully dedicated to: Update and perform the M&E plan, undertake regular hospital visits to provide support in implementation of the M&E plan, set, review and update the M&E data collection system and tools, collect M&E related (qualitative and quantitative) data and produce needed reports, support in documenting and filing, as well as sharing challenges and lessons learned.

 

Main Responsibilities

  • Developing the Project’s M&E plan, within the framework of a MEAL approach.
  • Developing the M&E data collection tools.
  • Supporting the development of the Project activities’ tracking sheets.
  • Preparing M&E reports, and related sections when needed (Project progress reports).
  • Undertaking regular monitoring hospital visits as per the set plan to ensure appropriate health services delivery.
  • Conduct satisfaction survey with beneficiaries using MEAL tools
  • Reporting regularly and as needed on progress and challenges, and recommending corrective actions whenever needed.
  • Compiling and managing, based on Mercy-USA Feedback and Complaint Mechanism, all received feedback and complaints from Project stakeholders especially beneficiaries, engaged caregivers, and partners.
  • Supporting in the production and appropriate dissemination of Project related communication and awareness materials.
  • Identifying and developing Project related lessons learned and success stories in close collaboration and coordination with relevant Project staff.
  • Any other Ad-hoc reports or tasks requested by the direct line manager.

 

Minimum Hiring Requirements 

  • A university degree in Public Health, Social and Behavioral Sciences, Epidemiology, Statistics, Sociology, Psychology or any other related field.
  • At least one-year experience in MEAL.
  • Experience in the health sector is desirable.
  • Experience in Humanitarian and emergency assistance projects is desirable.
  • Strong report writing skills.
  • Excellent knowledge of Excel, Word, and PowerPoint.
  • Excellent knowledge in Kobo toolbox, ODK and/or Access (Data management, analysis, and M&E reports development).
  • Well-organized and attentive to details.
  • Personal and organizational skills, including time management and the ability to meet deadlines.
  • Very Good English and communication skills, advanced team work spirit and skills, and ability to establish and maintain positive working relations.
  • Readiness and ability to travel to different regions in Lebanon.
