Health Field Coordinator

Under SAQIRH project, AMEL is supporting Boulghorjian PHCC, located in Bourj Hammoud. The Field Coordinator is based in Beirut, working 4 days per week in the PHCC, and 1 day per week in Amel Headquarters (Mussaitbeh, Beirut). He/She works under the direct supervision of the Project coordinator, and in close collaboration with the M& E Officer, Health coordinator and Program Coordinator. The Field Coordinator is in charge of the direct supervision of the Community Health Volunteers in the center and the implementation of all the activities with the partner. He/She is responsible for the supervision and monitoring of the PHCC on the administrative, managerial part and very specific medical aspects that ensure the quality of health care provided at the PHCC for the smooth implementation of the Flat Fee Model (FFM).

 

Additionally, he/she will be responsible for monitoring, gathering information and reporting on the beneficiaries’ health status, with a focus on the communicable diseases.

 

Main Responsibilities:

 

  1. Monitoring the implementation of the Flat Fee Model in the PHCC supported by AMEL

 

  • Ensuring rational utilization of diagnostic services in collaboration with the medical advisor.
  • Monitoring the correct implementation of the internal referral system or follow up (based on the tracking system at the community level).
  • In charge of field level monitoring of the activities of the partner health structures, including: data collection, invoices, use of allocated funds, consultations timing, etc.
  • Responsible of provision all related documentation requested as administrative procedures as described in the Memorandum of Understanding.
  • Keep close collaboration with the Medical Coordinator regarding complaints or medical requests received from physicians on utilization of laboratory and imaging tests.
  • Maintain very close collaboration with the Pharmacist on the smooth implementation of activities in the pharmacy (notification to responsible on follow up task when assistance is needed).
  • Lead the dissemination of the information on the referral system and its procedures to the health facilities
  • Coordinate with the PHCC Director any activity to take place as health campaign, distribution of kits to pregnant and lactating women among others.
  • Provide feedback to the PHCC Director about opportunities to improve the services provision and keep up to standards.
  • Ensure smooth implementation of health awareness sessions, in collaboration with the CHVs in the center
  • Collect all the data concerning the referral system, infectious diseases and procedures.
  • In coordination with M&E department, leads health-related assessments of the beneficiaries’ needs, impact survey.
  • Conduct technical assessment using specific formats.
  • Assess the training needs of the staff and help in the implementation of trainings
  • Ensure that the PHCC is fulfilling MoPH reporting requirements: Medication consumption, shortages reporting, epidemiological surveillance reporting….

 

  1. Monitoring & Guidance

 

  • Make sure the activities at the PHCC are running smoothly and the quality of service is preserved (e.g. provision of daily Health Education/Awareness sessions in the PHCC, activation of triage at any time).
  • Provide technical guidance to the data entry clerk in the PHC.

 

  1. Logistics & Administration

 

  • Ensure the follow-up and the proper use of material and tools.
  • Manage the supply of medications and medical supplies to the work site, in collaboration with the Logistics and Pharmacy department

 

  1. Reporting & Follow-up

 

  • Be a major contributor to work related reports and review before submission to the line manager.
  • Contribute to the analysis of collected data, and provide feedback to the line manager on a weekly, monthly, quarterly basis or adhoc.
  • Reports on the progress of evaluation activities on a daily and weekly basis.
  • Contribute to the financial report of the assigned PHCC/s and ensure their quality.

Master degree in health-related field preferred in nursing, pharmacist and medical lab

Skills:
• A minimum of 3 years’ relevant experience. Previous experience in NGOs is a plus
• Excellent communication and diplomacy skills, collaboration and teamwork
• Ability to take initiatives, to work in autonomy and in a multidisciplinary and multicultural team
• Literacy in reporting, experience in conducting surveys
• Computer literacy with demonstrated experience in utilization of databases and Microsoft Office. Knowledge of Phenics HIS is a plus.
