Senior Officer, Community Engagement and Accountability (CEA) - Norwegian Red Cross

Job Purpose

The purpose of the CEA Senior Officer is to:

-Ensure quality CEA technical leadership and guidance

-Operationalize LRC’s commitments on Community Engagement and Accountability

-Contribute towards enhancing community resilience towards humanitarian crisis.

-Provide advice to and promote quality/accountability within programs.

-Apply systematic and innovative approaches for two-way communication, community participation and feedback mechanisms

-Support the operationalization of CEA in emergencies.

-Provide specific CEA technical support to the implementation and management of the Pilot Partnership Program (PPP) Project (ECHO funded).

* Candidate will travel extensively in Lebanon to project locations.

 

Job Duties and Responsibilities

 

Mainstreaming CEA in Programming:

1.Provides support to LRC t roll out CEA initiatives in line with the country operational plans, building on the Movement CEA Commitments, the Global CEA action plan and the regional CEA roadmap and training package

2.Provides CEA support to the development of LRC’s CEA Strategy and its implementation across sectors in close coordination with Movement Partners, to ensure effective integration and linkage of CEA with other cross-cutting aspects – such as PGI, Youth and Branch Development.

3.Build a shared understanding and knowledge of CEA among LRC, volunteers and Norcross in Lebanon as a methodology of implementation.

4.Ensure harmonization of CEA interventions within and across sectors to improve mainstreaming of best practices and integration into standard operating procedures (SOPs), processes, plans and proposals.

 

CEA Capacity Enhancement:

1.Provide guidance on the setting up and management of an appropriate mix of communication channels, suitable to the local context and cultural practices, ensure LRC teams have the support and technical skills required to provide timely, relevant, and accurate information to people and communities.

2.Train and build the capacity of LRC, to strengthen their CEA preparedness capacity, tools, guidance and standards using the Red Cross Movement CEA guidelines and training package, and in line with Country Operational plans.

3.Provide technical support to LRC in conducting qualitative and quantitative data collection and analysis, to support evidence-based activities and demonstrating the impact of CEA on the quality and effectiveness of programming.

4.Support programme teams to increase levels of engagement and accountability to communities, including within emergency operations, through the establishment of appropriate feedback mechanism, information sharing methods and participatory processes.

5.Provides CEA technical support and guidance throughout Norcross the project cycle.

 

OPERATIONAL RESPONSIBILITIES

Co-ordination & networking 

1.Norcross

-Coordination with Country Program Manager for Lebanon and provision of CEA technical support in relation to NorCross supported projects.

-Engage with the Regional Health Delegate, Regional Finance Manager and Results Management Coordinator at NorCross Regional Office, to ensure consistent accountability towards NorCross rules and regulations, guidelines, and deadlines.

-Regular communication with CEA focal point and relevant colleagues at the Program Support Team, HQ.

2.LRC

-Coordination with LRC Medico Social Sector, DRR, Planning Section, procurement and finance teams

-Participates in CEA coordination within the technical working group of LRC to improve efficiency and greater impact.

3.Partners

-Maintain ongoing relationships and collaborations with key partners, sharing updates and Identifying opportunities to build internal and external networks

-Attends relevant LRC and partner meetings

 

Monitoring & Reporting

1.To collaborate with the Planning, Monitoring, Evaluation and Reporting (PMER) teams within LRC and Norcross, to ensure the inclusion of CEA in key processes and activities related to longer-term planning across.

2.To co-ordinate CEA activities, including monitoring across projects, producing both progress and situational reports to inform service decision making.

3.Ensure preparation of accurate and timely operational analyses and monthly operational highlights on CEA for Lebanon Country Office, as well as deliver inputs for tertial and annual reports.

 

Project specific

1.Provide technical support to sectors engaged in the PPP Projects for effective integration and linkage of CEA across programmatic pillars

2.Coordinate with German Red Cross and IFRC for the joint implementation of the PPP Project

3.Provide CEA technical support in the implementation of NorCross supported PPP project and ensure standardization and quality assurance towards activities outline in the project

4.Perform any other work-related duties and responsibilities that may be assigned by the line manager

 

Education

Relevant university education in social sciences/behavioural/communication sciences/anthropology or an equivalent of qualifying experience. - Required

 

Experience

-At least 3 + years working experience developing and implementing social behavioural change/ community engagement and accountability interventions. - Required

-Experience working in CEA relevant to epidemic/pandemic preparedness and response, developing SOPs, assessments, and capacity building of teams, including feedback mechanisms. - Required

-Experience in participatory programming in emergencies. - Required

-Experience in developing and conducting behavior/perception surveys. - Required

-Experience conducting qualitative research/developing and analysing qualitative data - Required

-Experience in delivering CEA trainings and support.- Required

-Experience of working with Red Cross/Red Crescent National Societies. -Preferred

-Experience in setting up and managing media, communication, and engagement tools such as social media, radio, TV, SMS, cinema/drama, with community feedback mechanisms. - Preferred

 

Knowledge, Skills and Language

Required:

-Knowledge about community communication interventions under emergency situations, in complex and delicate situations.

-Technical knowledge of quantitative, qualitative, and participatory research methodologies and analysis.

-Working knowledge of Microsoft office.

-Working knowledge of data collection tools such as KOBO.

-Knowledge of up-to-date research design, implementation, and analysis.

-Effective researching & written reporting  

-Public speaking, presentation, and training.

-Effective communication and negotiation.

-Ability to work towards achieving objectives and results.

-Effective time management and ability to work to deadlines.

-Ability to collaborate well with others and support others in the pursuit of team goals.
