Information Management Officer

OBJECTIVE OF THE POSITION:

 

Under the line management of the Regional MEAL Manager and in collaboration with the project teams and Country MEAL Technical Officer, the Information Management Officer is responsible for ensuring the development, management and technical support related to data management. As well as, ensuring the accuracy and protection of all data collected in the projects, in addition to qualitative and quantitative data analysis.

 

Reports to: Regional MEAL Manager

Functional Manager: Regional Information Management Technical Officer

Interacts with:

•    Internally: Project Manager, Project Officers, I&R Officer, MEAL unit (Country MEAL Officer and Regional IM Officer) and, the field teams.

 

Responsibilities

 

Responsibility 1: Ensure the global quality of the data and information for the whole project

Objective: Maintain the project databases.

Activities:

  • Ensure that the data collected by the field teams are entered into the database in an appropriate manner
  • Ensure that the entered data into databases are gathered and combined through online/offline software.
  • Ensure quality of the data entered and within the respect of deadlines.
  • Ensure consolidation of database and its regular cleaning.
  • Verify consistency of data in the database and in other data collection matrixes (Referrals…).
  • Arrange all files in proper archiving.

 

Responsibility 2: Ensure adaptions of the database according to the project’s needs

Objective: Support in maintaining the quality of databases and collected data.

Activities:

  • Report any discrepancies to the Project Manager between the database and the data collection tools.
  • Propose improvements to the database and data collection tools to ensure their consistency – in close collaboration with the MEAL unit.
  • Supervise the good data collection in the appropriate tools and eventually organize dedicated training and support the mission staff when required.
  • Build/adjust the database to the needs and requirements of the project in coordination with the Regional Information Management Officer.
  • Build automated reporting tools when required in close coordination with Regional Information Management Officer.

 

Responsibility 3: Contribute to the process of data analysis and interpretations.

Objective: Support the Country MEAL Officer in analysing collected data to inform reporting.

Activities:

  • Provide weekly and monthly internal reports (weekly reports, PM Box…).
  • Extract data for external reporting (Activity Info, RAIS, and others) and upload online/submit when requested.
  • Participate in the production of intermediary and final reports for donors.
  • Provide any data analysis report under the Project Manager’s request and produce charts.
  • Generate comprehensive data for reporting on key variables (per community, gender, type of vulnerability,).
  • Routine follow-up on the data management and analysis, and regular updates and reporting on the progress (challenges, achievements, etc) to your Regional MEAL Manager.

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager. Working in different field bases is needed.

 

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in Information Technology and/or computer sciences.
  • Strong organizational and analytical skills
  • At least 2 years of professional experience in the similar positions including previous experience working with I/NGO
  • Demonstrate a good understanding of data collection and analysis;
  • Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL;
  • Fluency in the Arabic language;
  • Ability to communicate in English.
  • Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs;
  • Proactive, flexible, precise and have patience;
  • Accurate, rigour and have team spirit;
  • Ability to work under pressure.
