Shelter Field Officer (Female / Akkar-North)

The Shelter Officer conducts a needs assessment of the units that are to be rehabilitated, approves scope of work and Bills of Quantity as well as budget with contractors, supervises the timely and proper execution of works, initiates payments after completion, and documents minor to major interventions to ensure full transparency of the work being executed. 

He/she mainly implement on-site instructions for the rehabilitation of residential and commercial units, as well as community spaces while maintaining all safety protocols and procedures. 

Detailed Job Description

Evaluate the areas that the “Roofs that Shield” program can assess and rehabilitate.

Conduct preliminary needs assessment of prospect residential and commercial units, as well as building common areas and community spaces, to evaluate vulnerabilities and identify technical scope of work based on the assigned areas/zones of intervention using the organization’s digital application survey.

Gather available information on the survey context and planning. Supervises the survey and takes necessary actions to enhance the accuracy of data collected. 

Coordinate with the Project Manager to review and approve contractors’ Bills of Quantity, contract documents, defining work scope, cost, and completion timeframe.

Review project schedules as submitted by the contractor, to ensure it is updated regularly and reflect progress on site, target milestones, and deadlines.

Manage the assisting volunteers’ on-site activities.

Help address and resolve beneficiaries’ problems, complaints, and answers beneficiaries’ questions in line with the organization policies and procedures and in close coordination with Project Manager. All such complaints are to be communicated in writing for tracking and monitoring purposes, for prompt action and follow up.

Manage the communication with beneficiary starting with signature of MoU, explanation of scope of intervention, all the way to signature of Work Completion Certificate.

Conduct site visits as often as deemed to ensure timely and proper execution of works and assists donors and partners on site visits to review the work process and progress.

Support the Project Manager in preparing reports, for internal and external monitoring and reporting and provides daily feedback to address the challenges and propose solutions.

Follow up with the foreman work schedules and communicate any adjustments to the team.

Prepare weekly site reports and manage the project tracker as a dynamic platform that provides visibility to the RTS team. 

Document data, photos, and videos and take before and after images of each unit according to the photography guidelines and through the instructions led by the communication manager (For reporting and transparency purposes).

Prepare payment certificates and vouchers and submits to the project manager who will coordinate with the Finance team. 

Maintain a healthy and safe work environment by enforcing procedures and standards and complying with organization’s legal regulations and ensures Contractor compliance with all health and safety measures on site.

Actively participate and contribute to Roofs That Shield coordination meetings.

Perform any additional tasks, when requested by the Project Manager 

Reports to: Shelter Project Manager

Supervisory Responsibility: Volunteers

Collaborates and Works with: Field Officers, MEAL, Finance, HR, Communication.

Knowledge and Experience:

Bachelor’s Degree in Architecture, Interior Design, Engineering, or Project/Construction management.

1-3 years of experience in site supervision or related field.

Proven experience in the construction industry, including design project management.

Knowledge of computer-aided design CAD software (Autodesk AutoCAD; Rendering software’s), database management system software, and development environment software.

Analytic problem-solving and troubleshooting skills, able to recognize a problem, analyse information and evaluate results.

Ability to multi-task and keep track of multiple projects when required. 

Proven team skills with a large and diverse workforce.

Knowledge in Microsoft Suite.

Volunteer experience is a plus.

Work in the humanitarian shelter sector is a plus.

Demonstrate excellent English and Arabic oral and written communication skills.
