Background of the Project
The “Durable Solutions for Syrian Refugees in Lebanon” project, funded by 11.11.11, aims to contribute to the realization of a rights-based “durable solutions” agenda for Syrian refugees in Lebanon. To ensure that refugees have access to such “durable solutions”, the project will create a structural platform to operationalize the “triple nexus” between humanitarian, development and peacebuilding support. Additionally, local CSO partners will be supported to increase their capacity to conduct innovative qualitative and quantitative research into various aspects of the Syrian refugee crisis in Lebanon, which will also serve as the basis for rights-based advocacy at national, regional and international level, and to counsel refugees on their mobility options. Particular attention will be paid to the protection situation of Syrian refugees, the gendered dynamics of forced displacement, and access to information on the conditions for a safe, voluntary, informed, and dignified return. In doing so, the project aims to ensure that the Lebanese government removes legal and practical obstacles for local integration and for the safe, voluntary, informed, and dignified return of displaced Syrians. The project will also support local CSO partners to make the bridge - in their own programming and advocacy - between humanitarian, development, and peacebuilding projects. By providing a grassroots perspective and operational insights on the implementation of the “triple nexus”, local CSOs will ensure that donor interventions are better aligned with the priorities and needs of displaced Syrians. Finally, the project aims to achieve that local CSO partners in Lebanon have increased their legitimacy to effectively represent displaced rightsholders, and that both rightsholders and local CSOs are able to actively and meaningfully participate in national, regional and international policy discussions around durable solutions, including discussions around the “triple nexus”.
Within the course of the project, ALEF will create and coordinate a Triple Nexus Platform (TNP) within the existing Working Group for People Affected by the Syrian Crisis (WG PASC). This TNP will serve as a structural platform for local CSOs working with Syrian refugees in Lebanon to conduct joint analysis; share reflections, lessons learnt and best practices; to organize regular exchanges and workshops with external experts, peers in other host countries and donor representatives; and to develop joint advocacy briefings with practical recommendations that can feed into policy discussions. Moreover, a small mechanism will also be included to fund triple nexus pilot projects by TNP members.
Background for the Consultancy
ALEF is looking for a consulting company to conduct nexus-specific digital surveys among Syrian refugee and Lebanese host communities in Lebanon to inform the design of pilot projects.
Under the project’s Activity 3. Develop the Triple Nexus strategy to be used as pillars for the pool fund in Y2 – Activity 3.1. Conduct a right-holder participatory survey, ALEF will hire a consulting company to conduct a right-holder participatory nexus-specific survey among Syrian refugee and Lebanese host communities in Lebanon as part of a strategy development process, to better integrate refuges’ and Lebanese priorities, needs, and views in the network strategy, and the project overall. TNWG members will also be able to make use of digital platforms of the consulting company to conduct regular nexus-specific surveys among Syrian refugee and Lebanese host communities in Lebanon. The data gathered by the consultant will inform the design of pilot projects, while its digital platform will also be used to regularly gather feedback throughout the implementation phase, that can be further discussed with rightsholders during workshops.
Scope of Work

Description of Responsibilities:

Deliverables:
- Inception Report: The inception report will detail the consultant’s understanding of the consultancy. It should outline the main questions and issues that will be addressed and the proposed methodology and approach to carry out the consultancy. It should also include a proposed work plan (based on the schedule of tasks, activities, and deliverables). The inception report should also include the data sources, data collection method, and collection analysis matrix.
- Weekly Progress Updates: The consultant will prepare and share every week a brief report detailing their progress in the implementation of the consultancy.
- Preliminary Findings Presentation: The consultant will share and present the preliminary findings to the ALEF team. At the end of the data collection activities, the consultant will present the initial findings in a meeting. The meeting’s objective will be to validate the preliminary findings, and the difficulties encountered during the data collection and mitigation measures adopted. The project team will provide necessary administrative and logistic support.
- Draft Briefing: The consultant will prepare a draft briefing and present it to ALEF for review. ALEF will review the draft to ensure that it meets the required criteria.
- Final Report and Briefing: The consultant will finalize the briefing based on the feedback it receives from ALEF.
Consultancy Period

Qualifications of Team Members
- Education: An advanced university degree or equivalent in international law, human rights, international relations, political science, gender studies or related field is required.
- Experience:
- Minimum of 5 years of relevant experience in conducting research and data analysis.
Experience related to Refugee situation in Lebanon or the Arab region is desirable.
- Computer skills, internet communication and command of MS Office.
- Language Requirements: Fluency in English and Arabic is required.
EVALUATION METHODOLOGY AND CRITERIA
- Preliminary Evaluation
The preliminary evaluation is done to determine whether the offers meet the administrative requirements. The proposals are checked for compliance of the following requirements:
- Proposer is eligible to work in Lebanon.
- Offers are signed by the authorized person.
- The offer is complete and eligible.
- Secondary Evaluation
A procurement committee will be formed of the Acting Programmes Manager, Operations Coordinator, and Finance Officer, to review the offers provided. The committee will take a decision based on the offers and the budget for this activity.

GENERAL CONDITIONS OF CONTRACT
Duration
This service agreement shall commence upon signature and end upon acceptance of the services described above by ALEF.
Non – Liability
ALEF is not responsible for any taxes on the sum received under the present Service Agreement.
The proposer agrees that all professional, medical or other insurance as may be required for the proposer to perform under this Agreement is the sole responsibility of the proposal and, as such, the proposer shall bear any costs for said insurance.
ALEF will not be liable to indemnify any third-party claims, debts, damage, or demand arising out of the activities stipulated in this Service Agreement.
ALEF will not accept liability for compensation in case of death, disability, or effects of other hazards, which may be suffered by the proposer as a result of this work or travel, which is the subject matter of the Service Agreement.
Confidentiality
In view of the fact that the proposer's relationship with ALEF creates a relationship of confidence and trust between them, with respect to any confidential affairs that the consulting company might come across, not readily available to the public-including plans for future development-; the proposer agrees to retain in the strictest confidence all confidential matters and information. The proposal further agrees not to disclose such information to any third party, either during or after this Agreement is expired or terminated.
Use of Material
The proposer shall respect the fact that any production of materials, or data gathered during the consultancy period shall remain the property of ALEF-act for human rights and should not be used, conceded, or sold to any third party to this agreement.
Closing Provisions
The proposer may not assign, delegate or otherwise transfer this Agreement without prior consent of ALEF.
CONFIDENTIALITY DECLARATION
Declaration

ALEF-act for human rights may exploit them as stipulated in this contract.
