  1. Organization Profil.

MENA Rosa is the first regional network of Women Living with HIV (WLHIV) in the Middle East and North Africa.

MENA Rosa’s mission is to support and empower women and girls in their diversity, those living with HIV, women and girls at high risk of infection: as well as their families and partners through the development of their leadership, the promotion of effective participation in advocacy, networking, awareness-raising, and resource mobilization to ensure their rights, universal and equitable access to care, treatment, support, prevention and better quality of life.

The network was launched in 2010 and is currently made up of a regional secretariat based in Beirut, working hand in hand with Focal Points in 10 countries of the Middle East and North Africa region (Algeria, Morocco, Tunisia, Egypt, Jordan, Lebanon, Sudan, Yemen, Bahrein and Oman). MENA Rosa’s Focal Points are WLHIV who advocate for the rights of WiTD. They provide support, prevention and awareness to WiTD.

 

  1. Organization Structure

Currently, the network’s governance structure involves:

  • A founding Board of Directors (8 members), composed of 50% of Women Living with HIV, an Infectious Disease Physician, a lawyer, a social worker and experts in the HIV field.
  • A Secretary based in Beirut, Lebanon, composed of a Regional Coordinator, a Project Coordinator, a Project Officer, a Coordination Officer, a part-time Financial Officer and a part-time MEAL Officer.

 

  1. Scope of Work

Under the Robert Carr 2022-2024 Grant, MENA Rosa aims to strengthen its organization capacity by conducting a governance capacity scan. A consultancy firm or an independent consultant will be recruited in order to assess, develop and update MENA Rosa’s governance structure plan. A strategic plan of the network will be developed in 2023 built on the delivered report.

The assessment will be spread over the period of August-end of October 2022. The governance structure plan includes the following:

  • The structure of the organization (organigram)
  • The job descriptions of the Secretariat members
  • Roles and responsibilities of Board Members
  • Roles and responsibilities of Focal Points
  • The decision making process (effectiveness, efficiency, accountability and transparency taking into account the network’s community-based approach.)
  • The sustainability of the network based on the previously developed Resource Mobilization strategy
  • The feasibility and relevance of developing a Complaints Response Mechanism system.

4- Expected Deliverables

All deliverables should be presented in their final version by end of October 2022:

  • Working plan and methodology (including list of potential interviewees)
  • Governance Scan Report after revision from the Secretariat.
