Job Title : Community Support Project (CSP) Officer

Job Purpose:
The Community Support Project Officer is part of the INTERSOS WaSH/Shelter Team, working on WaSH/Shelter activities, including but not limited to construction and rehabilitation of collective shelters, upgrading of sanitation facilities, improving the water quality and networks at site level, as well as the implementation of the CSP projects that could take place Mount Lebanon, in the framework of INTERSOS Program in Mount Lebanon funded by UNHCR. The Community Support Project Officer works in close collaboration with team members of the WaSH/Shelter and other departments, under the supervision of the Community Support Project (CSP) Expert. He/she contributes to and is part of conducting surveys and assessments, collecting and processing of information, preparing proposals with their quantities, estimation cost of the implementation, implementing activities and reports. The Community Support Project spends most of his/her time in the field and is in regular and direct contact with municipalities and beneficiaries.
Generic Duties:
- Monitor and report on the project activities and ensure compliance with plans and INTERSOS-UNHCR standards
- Suggest new methods and approaches in order to improve the quality of the activities
- Collect all the data related to the Wash/Shelter Activities in Mount Lebanon and, if required, in other areas of Lebanon;
- Prepare and file relevant documents according to procedures
- Organize and implement the construction works on the field
- Report on the running activities in the implementation areas.
- Conduct technical assessment and proposals for the targeted CSPs and collective sites.
- Prepare the concept note, MoUs, BoQ, and monitoring plan for all the Community support projects.
Specific Duties:
- Organize and lead on conducting technical surveys, questionnaires or assessments as required.
- Prepare BoQ and Technical Drawings and final measurements for works, in line with INTERSOS and UNHCR project criteria, and any other WaSh/shelter intervention.
- Coordinate with various Intersos staff at field level on planning and implementing program activities.
- Supervise and carry out the implementation of shelter/Wash support activities, including but not limited to rehabilitation and construction of (individual and collective) shelters, rehabilitation, upgrading of sanitary and water facilities.
- Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship.
- Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes.
- Ensure project documents are properly filed and kept secured.
- Act responsibly and communicates respectfully with Landlords to give a clear and accurate picture of the households’ past, current and future situation.
- Participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information.
- Explain the INTERSOS assessment and selection process well both to Landlords and beneficiaries who do not fall within the project criteria.
- Management of assigned case-loads, including keeping up-to-date records of numbers of housing units, shelter, collective shelters, CSP’s and contractors/suppliers contracted
- Produce weekly/daily progress reports on the field activities, contract status and beneficiary participation as required
- Ensure respect of security rules and report immediately to the CSP Expert
- Identification and referrals of needs and potential new beneficiaries to the CSP Expert
- Participate actively and constructively in team meetings.
- Respond to donor requests for special cases which need individual attention and follow their progress.
- Develop external relationships with municipalities, beneficiaries, contractors, ministries, regional water establishments and other relevant stakeholders.
- Support drafting all necessary project documents, including but not limited to project proposals, MoUs, work plans, procurement plans, spending plans, risk matrices, progress reports, etc.
- Contribute to the development of technical designs, drawings, Bill of Quantities and other technical documentation necessary for project realization and quality assurance.
- Support the Logistics department on tendering process and suppliers’ selection, and review contractors and suppliers’ tender specifications.
- Supervise contractor work during the implementation phase, ensuring high quality implementation
- Coordinate with Security department on the access of new areas of intervention.
- Follow up the progress of the implementation in order to prepare the related documents for the payment as per contract agreement.
- Any other task assigned by the PM or the Field Coordinator
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- Minimum of 3 years of relevant work experience
- Experience in monitoring construction and managing contractors is highly desirable.
- Experience with the design and implementation of Solar energy systems is a plus.
- Experience in community-based approaches to construction.
- Familiarity with the minimum construction standards for SSB (eg., Shelter Sector Standards in Lebanon).
- MS proficiency (word, excel, PowerPoint etc.)
- AutoCAD.
- Experience in conducting surveys, managing data and statistics is desirable.
- Experience in drafting concept notes, proposals, Memorandum of understanding.
- Monitoring and reporting skills.
- Negotiation skills, (Contractors, Suppliers, Municipalities, Landlords).
- Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus.
- Previous experience with INTERSOS is a plus.
