End-of-Project Internal Evaluation “Emergency COVID Health intervention for vulnerable populations in Lebanon”

Medair is implementing a 12-month COVID-19 programme funded by ECHO from September 2021 until August 2022. The programme has two main approaches to respond to the impact of COVID-19. The first focuses on reducing morbidity and mortality through lowering COVID-19 transmission by increasing access and uptake of COVID-19 vaccinations through supporting COVID-19 vaccination centres, establishing mobile vaccination teams and teams VaxBuses, and conducting community outreach activities to raise awareness; in addition to supporting health centres to improve their Infection Prevention and Control (IPC) through providing PPEs, training staff, and monitoring the centres. The second approach focuses on mitigating the negative impact of COVID-19 on the health of vulnerable populations and the healthcare system through providing routine immunizations, supporting Sexual and Reproductive Health (SRH) services, and improving Mental Health and Psychosocial Support (MHPSS) awareness. Medair is directly implementing the projects in Bekaa, Baalbaak-Hermel, Nabatiyeh and South with a modification to include VaxBuses in the North from June 2022.

  1. Purpose of the Evaluation

An internal evaluation was considered most appropriate to answer questions related to programme improvement and organisational learning. The findings from the evaluation will contribute to shaping programmatic responses to COVID-19, vaccinations, other communicable diseases, and pandemics at the organisational, national and global levels.

 

The project evaluation will focus on the project’s effectiveness taking into consideration the contextual factors affecting the project. It will explore the relevance of the project to beneficiary needs and the validity of the project design. Additionally, the evaluation will ask questions related to coherence between different elements of the projects (COVID-19 vaccination, Routine Immunization, MHPSS) as well as efficiency of the modalities used to deliver vaccination.

 

REQUIREMENTS:

Essential:

  • Proven experience in conducting evaluations or equivalent
  • Fluency in English, both written and verbal
  • Good report-writing skills
  • Logical analysis and clear communication
  • Experience with NGOs and humanitarian projects
  • Understanding of Public Health
  • Experience within Lebanon

 

Desirable:

  • Education or experience in public health
  • Experience with COVID-19 response
  • Arabic speaker
