Finance Officer - Norwegian Red Cross

Job Duties and Responsibilities

Overall responsibilities 

Budgeting

  • Support and quality assure country offices project budgets and running costs budgets.
  • Support and quality assure the partners project budgets, in coordination with the country program manager and senior program officer.

Accounting

  • Support and quality assure cash requests from Country offices and national Society.
  • Quality assures correct accounting and supporting documentation of NorCross offices.
  • Quality assurance, advice and support on financial reporting from partners. 
  • Follow up on finance reporting from partner and ensure timely finance reporting.
  • Collect accounting documentation in Excel from other NorCross Offices accounted for at the NorCross Office (if relevant) including documentation and bank statements. 
  • Daily accounting of country office costs
  • Assist in tertial and annual closures

Reporting

  • Support and quality assure donor and financial reports.
  • Assist Country Program manager on the tertial reports. 
  • Quality assures monthly reconciliations for bank, and accruals of the country offices.
  • Responsible for entering country office and project budgets and prognosis in FP&A.
  • Work close together with country program staff and partner on budget follow up, prognosis and finance reporting.
  • Assist country program manager in receiving accurate and updated finance information from the partner.

Monitoring

  • Perform spot check
  • Work together with country program staff at the country office in follow up and monitoring of the projects.

Cash and Bank

  • Support the preparation of Cash Requests upon request from the NorCross Representatives and ensure that all supporting information and documents are attached. 

Audit

  • Prepare for and deliver financial statements for interim and annual audit.

General

  • Be updated on NorCross guidelines and regulations for financial management and control. 
  • Duty to alert Line manager or NorCross Safecall if any irregularities are discovered. 
  • Ensure that a rigorous internal control environment is maintained 
  • Support the application of NorCross finance policies, processes, and procedures 
  • Support and perform capacity building for the country offices

Duties applicable to all staff

  2. Abide by and work in accordance with the Red Cross and Red Crescent principles
  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • Professional qualification in accounting or equivalent - required
  • Relevant university degree - required

Experience

  • Minimum of 4 years work experience - required
  • Developing budgets, plans and financial analysis - required
  • Management of an accounting services function - required
  • Preparation for, conduct of and/or support to external financial audit - required
  • Financial Reporting and Analysis - preferred 
  • Working in RC/RC National Society or IFRC/ICRC - preferred
  • Managing Donor Funding - required 

Knowledge, skills and languages

  • Highly organized/time management - required
  • Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook) - required
  • Advanced knowledge of accounting concepts - required
  • Knowledge of International Financial Reporting Standards or equivalent - required
  • Financial management skills - preferred
  • Ability to effectively provide training on financial management matters - required
  • Good communication skills - required

Languages

  • Fluently spoken and written English - required
  • Good command of another IFRC official language (French, Spanish or Arabic) - required
