Food Security Project Manager

Position Summary:

The Food Security Manager is responsible for the coordination and implementation of Food Security projects in North Lebanon and Akkar and will work under the supervision of the Deputy Country Director (DCD).

S/he will be responsible for implementation, monitoring and evaluation of emergency food security interventions targeting Lebanese, migrant and refugee households in North Lebanon and Akkar including (1) project management support by ensuring that the activities, objectives and financials are met in accordance with Anera’s commitments and donor requirements; (2) leading the implementation of baseline vulnerability assessments and monitoring activities and results throughout the intervention; and (3) ensure appropriate coordination and communication with sector leads, partners and local stakeholders.

Responsibilities:

1. Project Management Support:

  • Coordinate vulnerability assessments in North Lebanon and Akkar liaising with FSS sector, M&E officer, technical staff and partners.

  • Support the development of a comprehensive monitoring and evaluation framework for the interventions in coordination with the DCD, M&E Officer and partner organizations.

  • Prepare detailed implementation plans and assist in development of spending plans in consultation with the DCD and the procurement and finance teams.

  • Identify local partners’ capacity strengthening needs through appropriate coordination with relevant technical and administrative focal points.

2. Quality Control:

  • Ensure quality implementation of the food security interventions, both programmatically and financially, including appropriate implementation, monitoring, evaluation and reporting, in accordance with Anera and donor regulations.

  • Work closely with the project team and partners to ensure that activities are implemented in a coordinated and phased manner, in accordance with Anera and Inter-Agency standards, best practices and policies.

  • Undertake regular field monitoring visits to assess progress and identify technical issues and/or other implementation issues, recommend solutions and execute modifications as required.

  • Work closely with technical focal points to ensure support, capacity building, and training development for other team members and partner staff on various programmatic, technical and administrative areas.

  • Ensure timely submission of work plans and reports

  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.

  • Review partners’ narrative and financial reports.

  • Follow up on payments according to Anera’s procedures and submit payment requests for review and approval

  • Ensure compliance of staff and Partners to Anera’s regulations and policies (i.e. procurement, finance, PSEA, etc.).  

3. Coordination and Communication

  • Regularly liaise with partner organizations to ensure a coordinated intervention.

  • Regularly liaise and coordinate with FSS focal points to ensure alignment

  • Participate in the relevant coordination meetings including the Food Security Sector’s

  • Attend regular calls, status update meetings, etc. as required by the senior management

  • Draft presentations, and coordinate with the communication team to draft success stories and case studies that highlight the project’s activities and impact.

4. Human Resources

  • Support the recruitment , induction and training of outreach field workers (Cash for Work participants)

  • Provide supervision and guidance to outreach field workers and manage their tasks, time, payments and administrative transactions

  • Coordinate and/or implement training and briefing for partner staff and other key stakeholders on relevant programmatic, Code of Conduct and administrative areas.

5. Other Responsibilities:

  • Ensure full compliance of team and partners with Anera and donor standards and policies in all project aspects, including but not limited to: Child Protection, PSEA, IT Policy, Anti –Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, Whistle Blowing, HR Policies and Procedures.

  • Participate in drafting emergency concept notes, proposals and reports 

Qualifications and Requirements:

Qualifications

  • A university degree in a related field 

  • 3-5 years’ experience in coordinating humanitarian and development field work

  • 2 years’ experience in food security and aid distribution 

Skills:

  • Excellent communication skills, in both Arabic and English

  • Demonstrated knowledge of operating databases and national reporting mechanisms (Activity Info, RIMS, RAIS etc…)

  • Demonstrated knowledge of the socio-economic context in Lebanon, especially in North Lebanon and Akkar

  • Experience working on projects targeting migrant men and women is desirable;

  • Experience working on international organization projects in partnership with local organizations is highly desirable.
