Food Security and Livelihoods Field Officer - Zahle

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

WE WORK IN LEBANON AGAINST COVID-19 

  • Focusing on Syrian refugee population and Lebanese host communities,  
  • mobilization committees, 
  • isolation centers,  
  • municipalities and service providers. 
  • Conducting training for health personnel.  
  • Distributing disinfection and dignity kits.  
  • Installing latrines for people with specific needs in Aarsal.  
  • Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks.  

The Food Security and Livelihood Field Offcer will be responsible to: 

The Food Security and Livelihood department of Zahle base is implementing a program aimed at enhancing the food and nutrition security in Bekaa . The program will allow to provide food parcels for most vulnerable household but also enhance the knowledge on best hygiene practices and  nutrition.

The FSL Field Officer should expect to spend most of the working hours on the field conducting assessment and monitoring distribution. S/He is expected to be resistant to stress, as s/he will be working in versatile environment

The  FSL Field Officer will be responsible for the  daily implementation of ACF  all activities related to Food parcels and hygiene kits distribution in Baalback-Hermel area . The Officer will be tasked to implement the weekly plans in a quality manner and to report problems encountered during the implementation to the line manager.

Objective 1: Ensure implementation of Food Security and Livelihood activities (40%)

  • To actively engage in the beneficiary and site selection process under the guidance of FSL-Nut Supervisor
  • To provide support to the FSL-Nut Supervisor for the design of the distribution plan and its revision when needed
  • To conduct site visits, focus group discussions and key informant interviews upon the request of the FSL & Nut Supervisor
  • To provide verbal and written reports on the activities to the FSL-Nut Supervisor as and when needed
  • To ensure the daily workers are supporting the programme as requested

Objective 2: Monitoring and follow up of the quality of the food security and livelihoods activities.(40%)

  • To actively engage in the identification, and assessment of beneficiary for cash for food and of cash for farming support.
  • To participate in the briefing and induction sessions given to stakeholders
  • To participate in the distribution of the food parcels and in the organisation and follow up of baseline, end line and PDM
  • To actively be engaged on the monitoring of the storing and quality check of the food parcels
  • To provide verbal and written reports on the activities to the FSL & Nut Supervisor as and when needed

Objective 3: To support other humanitarian activities of ACF upon the request of the PM.(20%)

  • To support the emergency interventions of ACF upon the request of the FSL- Supervisor among the FSL & Nutrition department
  • To support ACF assessment and monitoring activities of ACF upon the request of the  FSL & Nut Supervisor
  • To attend meetings with local stakeholders, beneficiaries and non-beneficiaries, upon the request of FSL & Nut Supervisor
  • To support FSL and Nut team in conducting awareness sessions when needed

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Training/ Education:

BS in Agricultural Sciences, Nutrition or Supply management

Technical specific knowledge:

Emergency assistance in versatile environmentFood safety and food utilization

Previous experience:

  • Experience in working in the Bekaa with refugee
  • Experience in emergency distribution ( food  parcel, cash based intervention )
  • Experience in community based programming

Languages:

Native Arabic and English compulsory

IT and specific systems:

Good skills in Microsoft Word, Excel, Outlook and power point
