About the “Partners for Justice” project
Partners for Justice is a project that is being implemented by Search for Common Ground (Search) in partnership with ABAAD-Resource Center for Gender Equality (ABAAD). The project’s overall objective is to reduce violence against women and girls (VAWG) in Lebanon through: 1) engaging men and boys to work positively with women and girls to become allies and champions of gender equality and prevention of VAWG, and 2) promoting a shift in communities’ attitudes in target areas around the permissibility of, and assumptions related to VAWG. The project is being implemented in five different locations including South Lebanon, Mount Lebanon, Beirut, Beqaa and North Lebanon (PLEASE SEE ANNEXE 0). The project engages Civil Society Organizations (CSOs) through their youth representatives in addition to the engagement of media professionals through capacity building and development activities, research, community engagement activities and media.
Background
Lebanon has been facing significant challenges regarding gender equality. Economic contraction, increasing poverty rates, and many other key factors have compounded needs among Lebanese and non-Lebanese communities. Additionally, COVID-19 and worsening socio-economic conditions have contributed to a rise in VAWG across all demographics in Lebanon. Reeling from the effects of the COVID-19 pandemic, the deadly Beirut port explosion, and a dire economy, Lebanese and non-Lebanese women and girls have now been forced to deal with a 500 percent increase in the prices of menstrual products according to several studies and statistics ( https://www.humanrightspulse.com/mastercontentblog/the-rise-of-period-p…) carried out in 2021. “Period Poverty” is defined by the lack of access to sanitary products, a safe and hygienic place in which to use them, and the right to manage menstruation without shame or stigma.
Through its response to the increasing violence against women and girls in Lebanon under the “Partners for Justice” project and due the increasing poverty and the deterioration of women and girls’ ability to provide essential sanitary and hygiene stuff, Search and its partner local civil society organizations are planning to provide and distribute sanitary and hygiene kits among vulnerable women and girls in the geographical areas mentioned above.
Objective of the bid
For the aforementioned, Search announces the launch of a bid in order to provide Sanitary and Hygiene kits. The kits should include Sanitary, hygiene, cleaning and personal protective materials that should comply with the health, sanitation, and protection standards of the world health organization (WHO) and the ministry of public health (MoPH) of Lebanon.
Search invites qualified and eligible suppliers, registered with the Lebanese Government, to make a firm offer for the supply and delivery of Sanitary and Hygiene kits.

Important Notes:
- Technical specifications and requirements are fully explained in Annexe 1 - if one or several items indicated (e.i. a specific brand is not available) in the annex cannot be provided, the provider must suggest an alternative;
- All bids will be evaluated based on prices, quality and delivery terms offered;
- Kit composition details are available in Annexe 2;
- Only Search and its local partners’ logos should be posted on the kits;
- Supplier(s) shall include one (1) guiding flyer (1 flyer per kit), which will be provided by Search;
- Search will also provide the logos stickers to be added onto the kits before delivery;
- Based on the project implementation and availability of funds, the MINIMUM that may be requested is 300 kits and the MAXIMUM is 900 over the contract’s validity period; and
- Search has the right to award the project to several suppliers based on the availability of the kits.
Minimum requirements:
- The supplier must provide a company profile or portfolio including all registration documents (Business Registry / VAT number /MOF number);
- Filing, signing and stamping the ITB/2022/xxx to indicate the acceptance of the company on the required technical specification and delivery terms.
- Financial offer form Annexe 2 to be filled by hand signed, and stamped.
- References for past experience working in supplies with NGOs or International NGOS is a plus. (If applicable)
Deliverables:
- Bidder(s) shall guarantee their capacity to provide at least 200 kits 1 week after the contract signature date;
- Bidder(s) shall guarantee their capacity to deliver a total of 200 kits one week after an official request submitted by Search and sent by email; and
- Supplier(s) shall be responsible to ensure that the delivered kits match the technical specifications mentioned in Annexe 1, or provide an equivalent alternative.
