A. Required Qualifications, Competencies and Knowledge
Formal Education
- University degree in social science or education
Experience
- At least 3 years of working experience in the field of TVET or skills development (minimum requirement)
- At least 1 year of working experience in the field of E-Learning (minimum requirement)
- Knowledge of the competency-based approach (preferred requirement)
- Working experience in Lebanon with NGOs or development projects (minimum requirement)
- Working experience with GIZ administrative system and regulation is considered an advantage
- Experience in a multicultural working environment is considered an advantage
Other Qualifications
- Fluency in the English language (minimum requirement).
- Fluency in the Arabic language (minimum requirement).
- Fluency in the French language (preferred requirement).
- Excellent communication and presentation skills (minimum requirement/compulsory).
- Proficient in the use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open source packages (minimum requirement).
- Excellent office administration, organizational and self-drive skills
- High standards of confidentiality and loyalty

B. Responsibilities
The Jr. Advisor for E-Learning will support:
- The development of e-learning lessons of technical theoretical subjects of the BT “Mechanical Maintenance of Manufacturing Machines” and the TS “Health Inspection and Food Safety”
- The revision of the e-learning lessons of technical theoretical subjects of the BT “Mechanical Maintenance of Manufacturing Machines” and the TS “Health Inspection and Food Safety”
- The enhancement of the capacities to develop lessons of technical theoretical subjects in E-learning modality
- The enhancement of the capacities to deliver e-learning lessons of technical theoretical subjects to students of TVET
- Development and implementation of a tablet lending/library system in the partner schools
- The follow-up of all the administrative procedures related to the implementation of the E-Learning lessons in the DGVTE technical schools according to DGVTE, BMZ and GIZ administrative regulations and requirements, in particular:
- assuring smooth communication with the DGVTE staff to pass administrative approvals
- assuring smooth communication with the school directors to get needed data to follow-up with the administrative requirements
B. Tasks
General Duties
The Jr. Advisor:
- assists the Technical advisor for E-Learning to prepare the plan, the budget and the reporting of the implementation of E-Learning activities
Procurement
The Jr. Advisor in coordination with the project Jr. admin specialist and admin. Assistant and the Technical advisor for E-Learning supports:
- the preparation of contracts, monitors their fulfilment, and initiates payments
- the proper finalization of supply and service contracts
- in the monitoring of the availability of supplies / inventory and performs procurement-related activities up to the specified guideline amount
- in receiving and verifying the delivered materials
Planning and implementing E-Learning in TVET
The Jr. Advisor supports in the:
- selection and training of teachers to become content developers of e-learning lessons on the Authoring Software Articulate 360 and other development tools
- the revision/updating of content of current technical theoretical lessons in both programmes (in line with newly developed TPs/CBTs) together with the content developers
- review and evaluation the e-lessons developed by selected teachers
- identification of solutions for challenges faced by students while completing the e- lessons
- identification of solutions for challenges faced by tutors while monitoring, at distance, the learning progress of students
- collection of students’ and teachers’ data to create accounts in Moodle learning management system (maybe Learning passport by Microsoft)
- identification of solutions for technical aspects of the learning management systems
- coordination of logistics related to the set-up and distribution of IT tools to students and tutors
- retention of the relation with other organizations developing and implementing e-learning in TVET in Lebanon
- follow-up all the administrative procedures related to the implementation of E-Learning in the DGVTE technical schools partnering with the project according to DGVTE and GIZ administrative regulations and requirements, in particular:
- assuring smooth communication with the DGVTE staff to pass administrative approvals
- assuring smooth communication with the school directors to get needed data to follow up with the administrative requirements
Training monitoring and Reporting
The Jr. Advisor:
- develops evaluation tools to monitor the E-Learning effectiveness, as well to assess the impact of the delivered online courses
- collects all information (beneficiary lists, registration forms, and others) and ensures data entry and centralization of all information gathered in the field for reporting
- collects case studies and success stories, documents all lessons learned and best practices
- develops and maintains databases for content developers, tutors, etc.
Human Resources
The Jr. Advisor supports the Technical advisor for E-Learning in:
- drafting ToRs for STEs and requests for approval of STEs to be submitted to the DGVTE
- following up on the requests sent to the DG, and monitoring the timeframe for receiving the approvals
- monitoring the implementation of the contracts, in terms of working days for local STEs, assures that all the deliverables requested in the ToR are accomplished
- producing monthly reports based on info (excel timesheets) provided by
- producing reports on working days used by STEs
Other Duties/Additional Tasks
The Jr. Advisor:
- provides simple translations (Arabic-English; English-Arabic as required)
Project Background:
The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.
Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market.
The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.
