Grants management:
- Take responsibility for grant compliance for the Lebanon Programme.
- Manage the project specific reporting schedule, ensuring timely and accurate financial and narrative reporting, for timely submission in the correct formats, as per donor agreements.
- Liaise with the Desk Officer and Country Finance Controller to file the contract documents for grants – both active and archived.
- Coordinate and take the lead on the development of concept notes and proposals giving donor-specific advice to the programme staff and linking with systems and finance departments.
- Ensure that programme, finance and systems teams are aware of key donor compliance issues through grant start up workshops, sharing audit information, organization of trainings etc.
- Organize kick off and close out meetings for all grants.
- Liaise with the finance department and submit financial reports to donors as per donor agreement and compliance guidelines.
- Liaise with the project managers and submit programme reports to donors as per donor agreement timelines.
- Manage the use of Concern’s Grants Management System, including assisting Grant Owners with data entry and document upload, and ensuring that the GMS is up-to-date and in use>
- Lead on the use of other relevant Grants Management Systems as applies to UNOCHA, UNFPA, the ERP, etc, in liaison with Country Director, Programme Director and Desk Officer.
Funding strategy implementation:
- Contribute to the country fundraising strategy through:
- Providing a desk review and analysis of the current donor and stakeholder profile in country: their priorities for investment, potential calls
- Provide information to the Desk Officer and fundraising teams in Dublin, London and New York to identify opportunities for funding and information dissemination
- Coordinate with the Desk Officer on funding opportunities that would fit with the country programme
- Represent Concern at cluster and government coordination meetings
- Be aware of and engage in networking opportunities where there is likelihood to learn about/engage with new opportunities/priorities for the country, relevant to INGO work.
Reporting and quality management:
- Edit and compile the monthly reports of the Lebanon country programme
- Edit and compile annual programme reports as per the dates agreed with Programme Director/Dublin.
- Record and produce the minutes of management meetings or other relevant meetings and ensure timely circulation.
Knowledge and information management:
- Improve the storage and dissemination of information within the programme, including human-interest stories, learning papers, research documents, best practises etc.
- Ensure version control of documents and filing of final reports and proposals, learning documents, survey reports and data, using the appropriate shared data space
- Ensure Concern’s presence at relevant sector meetings and dissemination of key points, attending where appropriate, and coordinate responses to sector requests.
- Promote a culture of shared learning across all programme sectors and with colleagues in the region including participating in organising quarterly programme meetings
Capacity Building:
- Design, plan and implement a capacity building plan for all relevant Concern and/or partner staff on key elements of the different components of Grants Management and Donor compliance.
Other:
- Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives.
- Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
- Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
- Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
- Contribute to ongoing security management and planning as necessary.
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the Country Director or the Programme Director.

Essential
- Educated to Degree level in Development or a related discipline
- At least five years of relevant experience with an NGO, UN agency or donor
- At least two years of experience in grants management and compliance
- Fluent in English
- Good team player
- Demonstrated success in proposal development for a range of institutional donors
- Experience of working in a high pressured, results focused and dynamic environment
- Good understanding of budget development and financial reporting
- Good organisational and planning skills/experience
- Strong computer skills particularly Microsoft office
- Experience of programme development, proposal design and/or project cycle management
- Proven knowledge of gender issues
Desirable
- Specific experience with UN agencies, US donors, ECHO and/or Irish Aid is a big advantage
- Attendance of training courses in quality standards such as SPHERE, HAP, Red Cross Code of Conduct, CHS etc
