Brief information on the project

 

The GIZ project Peaceful coexistence in refugee hosting communities in Lebanon (PCL) seeks to improve peaceful coexistence in host communities in North Lebanon and Akkar. The approach includes participatory needs assessment processes and local initiatives targeting refugees and Lebanese communities alike. The project methodology is based on implementing participative processes and letting the community members experiment participatory tools on how to analyse their context, flag the conflict factors and plan initiatives to respond to peaceful coexistence between hosting communities, Syrian refugees, and local authority (i.e. municipal representatives) in a defined municipal scope. To this end, a committee of municipality representatives, Syrian refugees and community members will be formed (up to 25 members). Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, capacities and competences of local actors to participate in and lead participatory processes will be strengthened. The project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

 

Context

 

The conflict in Syria has imposed a heavy economic and social toll on Lebanon, which faced a deep economic and financial crisis since late 2019. 865,531 Syrian refugees were registered with UNHCR in December 2020. 88% live below the poverty line. Currently, Lebanon is suffering from multiple crises in the economic, financial and political sphere, exacerbated by the consequences of the Covid-19 pandemic and the trauma of the Beirut port explosion in August 2020. The North Lebanon and Akkar Governorates are among the most deprived regions in the country. The multiple crises lead to increasing tensions between Syrian refugees and host communities and potentially more conflicts.

 

Service to be provided

 

The contractor shall provide the following work/service:

  1. Participation in a briefing / training on conducting surveys and using KoBoCollect organised by the GIZ project team
  2. Conduct of a test of the survey with at least 10 persons similar to the targeted beneficiaries to identify
    1. questions that don’t make sense to participants,
    2. problems with the questionnaire that might lead to biased answers,
    3. non-logical sequence of questions,
    4. lack of instructions for data collection,
  3. Collection of data at the request of GIZ in different communities. In total, 900 surveys shall be executed. Surveys will be executed at beneficiaries’ homes.
  4. Contact beneficiaries to agree on a suitable time for the interview. Follow up in case of unresponsiveness.  
  5. Participation in regular meetings with GIZ during the data collection
  6. Submission of the survey data to GIZ in Excel format
  7. Data entry to Excel forms provided by GIZ, e.g. from hand-written attendance sheets
  8. Data cleaning, especially identification of double entry of data. 

The interviews shall be conducted in Arabic. Data shall be submitted to GIZ in English.

The contractor is requested to fill a timesheet. Payment will be made against the timesheet.

The contractor shall seek close guidance from GIZ project team whenever necessary.

Furthermore, the contractor is required:

  • To work with Excel on his/her own laptop
  • To move to the targeted communities with own mean of transportation (car or motorbike)

 

Inputs of GIZ

 

The GIZ project will make the following available:

  • Tablet for digital data entry plus the software Kobo
  • Training in the software

Qualifications of proposed staff
 

Expert (Various)

 

1. General qualifications
Education: A higher national diploma (at a minimum) in social sciences or similar /related field of study
Professional experience: 3 years’ experience in conducting surveys for collecting quantitative data as well as handling of open questions to collect qualitative data; High level familiarity with digital data entry and Excel programme

2. Experience/knowledge in the region North Lebanon and Akkar of at least 3 years

3 Language skills: Fluent Arabic and English language skills
