DanChurchAid (DCA) is looking for a HR Admin Officer for DCA Lebanon Program.
The overall objective is to support DanChurchAid (DCA) in Lebanon with the implementation of Human Resources (HR) activities, under the direct line management of the Head of Support Services (HoSS). Technical management, standards and support are given at a global level by DCA Denmark.
The role is key in the implementation of the HR strategy, systems and related administration processes and ensures the delivery of a professional and an efficient HR function in Lebanon, at all DCA bases. This includes (but is not limited to): files management, job descriptions and recruitment, onboarding, support of annual appraisals, employee relations. This should all follow the best practice in line with DCA global standards.
Responsibilities:
- Drafts and keeps updated the overall staff planning and needs, with the support of the relevant Heads of Department and Country Director;
- Supports with the hiring manager, the full recruitment cycle of national staff in Lebanon
- Ensures the onboarding/exit process of all staff including; staff registration, NSSF registration, update of staff lists and issuing of required items such as ID cards, phones, laptops, uniforms. Upon exit this should be returned and an exit interview should be facilitated;
- Supports annual staff evaluation and development and training plans. Coordinates all staff trainings;
- Prepare the monthly payroll, as well as the pay slips and other benefits employees are entitled to, in coordination with Finance department.
- Ensures compliance with DCA code of conduct, DCA HR policies and relevant national laws;
- Ensure compliance with GDPR and data protection procedures – related to staff data;
- Supports the implementation of all relevant HR procedures and manual, including staff wellbeing and health;
- Implements and supports all employees in their medical National Insurance;
- Coordinates with all employees, DCA Tax Advisor and NSSF regarding their registration;
- Follows up with LMAC on the accreditation for HMA staff;
- Liaise with DCA Legal Advisor on HR related issue;
- Receives technical support from DCA HQ related to HR issues and assigned tasks;
- Hold regular meetings with the employee representatives and SMT;
- Represent DCA in meeting such as LHIF, medical insurance, lawyer, MOL, MOF etc…
- Maintain timesheets and attendance lists of all DCA employees;
- Maintain leave tracker for all DCA employees;
- Supervise the office cleaners and ensuring hygiene of offices is maintained;
- Draft and maintain Lease Agreements and other admin contracts are in place and in line with the requirements including achieving.
- Ensuring office needs, furniture and electrical equipment needs are met in coordination with the Pro/Log department.
- Tracks the costs and usage of utilities & communication costs;
- Follows up on the related issue to DCA apartment needs and accommodation arrangements for visitors as well as visa needs;
About the Candidates:
To be successful in this role we expect you have the following:
Experience and technical competencies
- Minimum of 4 years professional experience in Human Resources and administrative work or other relevant level of experience.
- Preferably experience with Humanitarian Mine Action and supporting Humanitarian partners. Feels comfortable in supporting and capacity building of team members and partners.
- Good knowledge about Lebanese labour law and social security.
- Preferably experience working with (I)NGOs and International Donors.
Education, Languages and Skills:
- Bachelor’s degree in business administration, human resources, or related equivalent field.
- Good IT skills, including MS Office, Teams;
- Fluent written/spoken English and Arabic; Excellent communication, interpersonal and team skills with a good sense of humor.

We Offer
DCA will offer the successful applicant a one-year contract, renewable dependent on both funding and performance. You must be available to start work As soon as possible and be willing and able to work between Beirut office and Tyre Office, 50/50.
Salary and conditions will be in accordance with Danchurchaid Terms of Employment for national staff.
