Job Profile

 

A. Required qualifications, competences and experience

 

Qualifications

  • Bachelor or Master Degree in Social Sciences such as Sociology, Diplomacy, Social Work or another relevant degree

 

Professional experience

  • at least 3 years of professional work experience in the relevant field in the region in a comparable position/with a similar work experience
  • good knowledge of the Lebanese education system, relevant stakeholders, and procedures
  • profound experience in administrative work and processes, in particular in the context of international cooperation and/or school management
  • good knowledge of qualitative and quantitative research methods
  • experience in programme planning and management
  • experience in international cooperation and/or a good overview of the other stakeholders in the same field is desirable
  • experience in working with ministries and governmental institutions (in the educational sector) is an asset

 

 Other knowledge, additional competencies

  • proficiency in Arabic, English, and French 
  • excellent communication skills

B. Responsibilities

 

The position holder will be responsible for:

  • support the implementation of the project “Sustainable Facility Management at Public Schools” (SUFA) activities based on the operational plan
  • Supporting in the management of administrative processes related to education, E-Learning, school management, school health, and inclusion.
  • support in the management of and coordination between the different consultants and grant recipients of the project
  • development and implementation of project activities related to education, E-Learning, school management, school health, and inclusion
  • support in developing and implementing capacity building and training measures at school- and regional directorate-level
  • close communication and coordination with the Ministry of Education and Higher Education (MEHE), regional administrative entities, school staff at Lebanese public schools, and other relevant stakeholders

 

C. Tasks

1. Project implementation in the field of green schools and sustainable facility management:

 

The position holder will:

  • support in the planning and implementation of capacity development measures in schools
  • review and evaluate existing processes and strategies in the public education system in Lebanon
  • coordinate activities implemented by partners and short-/long-term consultants
  • review assessment and monitoring tools, conduct school assessments and compile reports
  • draft Terms of Reference (ToR) as needed and support the admin team with the procurement of goods and services
  • conduct regular field trips to all project schools
  • contribute to PR/external communication
  • draft and review concept notes
  • coordinate closely with the internal technical and administrative team

 

2. Capacity building

 

The position holder will:

  • review existing decision making and planning processes of the partner Ministry
  • develop innovative and needs-based trainings material in close coordination with relevant departments of MEHE
  • prepare and conduct innovative training modules and joint work sessions with educational staff and other relevant stakeholders
  • plan and pilot concepts related to green measures hand-in-hand with MEHE
  • prepare reports, presentations and documents as needed

 

3. Coordination with partners

 

The position holder will:

  • communicate and coordinate closely with national and international partners and relevant stakeholders in the field of education
  • report regularly to the MEHE
  • translate English/French/Arabic (spoken and written)
  • prepare documentation/minutes upon request

 

 

4. Other Duties/Additional Tasks

 

The position holder

  • represents the interests and always acts on behalf of GIZ.
  • conducts any other relevant tasks upon the request of direct superior / head of project.

 

 

D. Project Description

The project “Sustainable Facility Management in Public Schools in Lebanon” (SUFA) is supporting the Lebanese Ministry of Education and Higher Education (MEHE) in managing their facilities in a more efficient and eco-friendly way. SUFA aims at ensuring a healthy and safe environment for the children, reducing the schools’ environmental footprint and operating costs, promoting the concept of Green Schools, and strengthening the digital capacities of schools in Lebanon. The project combines technical improvements of school campuses, introduction of (facility-) management tools, support in digital learning, and awareness on healthy and environmental areas.

The SUFA project has the following four outputs:

  • Output 1: Facility Management
  • Output 2: Green Schools
  • Output 3: Strengthening digital capacities
  • Output 4: Healthy School
