Country MEAL Manager

Basmeh & Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Job Purpose: The Country MEAL Manager will work on improving and enhancing the quality of B&Z programs by institutionalizing the learning process through the systematic application of learning to the organization. Also will supervise the Monitoring and Evaluation Officer in developing results-based frameworks, as well as strategies for monitoring and evaluating the organization’s programs.

Major Activities :

• Responsible for the design, development, and implementation of MEAL tools and systems.
• Advise the senior management team including the Country Director on solutions/recommendations to the challenges and setbacks of the programs on a periodic basis in writing.
• Ensure that the unit members systematically follow up on the application of the recommended solutions to overcome the challenges and report/file accordingly. 
• Take the lead in providing technical support in program design, and proposal development including the theory of change in line with B&Z and humanitarian values and standards.
• Ensure that the learning from the evaluations and periodic monitoring of the project locations are adequately applied and improved.
• Ensure that MEAL Unit staff are capacity built to provide training to the project team on MEAL tools, technics, and application of lessons learned
• Supervise the development of systems and realistic monitoring plans that utilize quantitative and qualitative data to report on project performance indicators.
• Supervising on developing plans for monitoring project activities and progress towards achieving the project’s targets, goals, and objectives.
• Assuring that the monitoring and impact indicators to measure the efficacy programs implemented within the organization are appropriate.
• Follow up with the M&E officers in order to create monthly, quarterly, and final reports and findings, and lessons learned through data collection and analysis.
• Ensure the good quality of the donor’s reports, by coordinating the reporting process between the grants units and the M&E unit.
• Ensure and oversee the implementation of the Accountability and Learning framework by designing the necessary tools, mainstreaming the policy, and coordinating the efforts.
• Take the lead in any external evaluation. 

People Management : 

• Day-to-day management of M&E staff
• Conduct performance evaluations as per B&Z policy and guidelines
• Train coach mentors the M&E officers, and suggests skills development plans.

Miscellaneous: Represent the M&E unit at the country meeting to provide constructive feedback and recommendations/solutions to fix problems, and thereby enhance the quality of B&Z programming in Lebanon.

Education & Experience:

• A bachelor’s degree in project management, International Relations, International Development,  or any other related discipline
• Minimum of 4 years of experience in management within the nonprofit sector
• Minimum of 3 years of technical experience in M&E
• Experienced in writing high-quality M&E reports
• Experienced in commissioning and management of internal and external evaluation.

• Experience in facilitating external evaluations and internal learning;
