Background
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. It has been established in Lebanon since 2016. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.
In the framework of the MASAR programme for Local Governments, which is funded by the EU MADAD Trust Fund and co-implemented by VNG International (VNGI), the Polish Centre for International Aid (PCPM), and the Catalan Agency for Development Cooperation (ACCD), DRI is conducting a series of Local Governance Assessments specific to MASAR’s service sectors in several areas of intervention (AoI). The sectors are Local Economic Development (LED), Water, Sanitation, and Hygiene (WASH), and Strategic Planning.
Following this research, DRI is currently developing a stock-taking, cross-cutting policy analysis of the challenges of local governance in the relevant sectors and areas, proposing concrete recommendations and strategic prospects for policy uptake in a context of crisis.
To this end, DRI is recruiting a Senior Subject Matter Expert with outstanding writing skills and high intellectual capacity to uplift and substantiate a previously drafted policy brief on WASH in local governance. The paper should be around 4,000 words. The assignment should be completed by mid-September 2022.
Under the supervision of the Programme Manager, the Expert is responsible for:
- Using the literature review and drawing on first- and second-hand data collected by DRI and the MASAR consortium, incl. pilot project documents and reports and compare these with similar Lebanese practices;
- Identifying, mapping, and analysing the institutional framework, the main stakeholders and key policy actors (donor agencies, central and local governments, businesses, civil society) and their role in fulfilling the recommendations pertaining to the WASH sector;
- Consolidating and adding a crisp analysis to a previously produced policy brief on WASH in local governance assessing the capabilities and requirements of targeted local authorities to plan, deliver, operate, and maintain basic services, considering: (1) contextual factors; (2) structural factors (organisational and institutional setup of local governments); (3) sectoral implications (impact on municipal planning and service delivery); and (4) leverage points of intervention and policy recommendations for adaptive governance in times of crisis.

Your Qualifications:
- An advanced university degree (MA or preferably a PhD) in a related field;
- At least seven (7) years of professional experience in public policy data analysis and policy report writing in a concise, think-tank style;
- Senior subject matter expertise and evident track/publication record in the abovementioned thematic areas;
- Outstanding writing abilities;
- Thoroughness, accuracy, and outstanding attention to detail;
- Ability to deliver under tight deadlines;
- Excellent communication skills;
- Fluency in written and spoken English.
