Community-led Maintenance and Rehabilitation of WASH Facilities

Background

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. Under its Water, Sanitation and Hygiene programme, Oxfam addresses (1) emergency water and sanitation needs through service provision, (2) hygiene promotion and responses to public health risks through immediate and long-term responses, as well as (3) water governance in coordination with Water Authorities through  offering green-solutions to water infrastructure and management systems.

Objective

Within the framework of the DANIDA lV (Towards more protected, resilient, and self-reliant crisis-affected communities in the Baalbek District of Lebanon and Rural Damascus in Syria) funded by DANIDA , Oxfam and partner Nabad are looking for a consultant to develop a module for community-led maintenance and rehabilitation of WASH facilities. The aim of the module is to improve young people’s skills and capacities to conduct maintenance and rehabilitation services within and beyond their communities. This process falls within Oxfam’s commitment to adopting a community-based approach to all humanitarian interventions in Lebanon. The consultant is required to have a comprehensive grasp of rehabilitation works of WASH facilities at household level, applied professional experience in conducting training and must be able to provide flexible course delivery in order to meet the participants and organizations’ needs. To ensure applicability and contextualisation of the module, the consultant is expected to use the module to train 30 young men and women in North Bekaa on rehabilitation works for residential units.

 

Expected Deliverables

The following deliverables will be expected from the contracted consultant:

A detailed and contextualised training module for community-led maintenance and rehabilitation of WASH facilities

Training of 30 young men and women on the module in North Bekaa

Provision of training documents and material for the 30 participants 

One or two presentations on each of the agreed topics with illustrations to allow Oxfam and partner Nabad to replicate the training delivered by the consultant

A detailed training report with a baseline and endline analysis (pre-post assessment)

Additional details

The content of the module is to be agreed upon between Oxfam and Nabad’s technical teams and the consultant

The module should include both theoretical and practical content and cover topics such as: plumbing systems and works, repairing leaks, toilets, faucets, water heaters, drain and sewer pipes, freshwater pipes, and pumps, required tools to perform repairs etc…

The training methodology should be clear and well presented in the module

It is preferred that the training is conducted with two groups of 15 participants each

Oxfam and Nabad will be responsible for the selection of participants  

The training venue and refreshments during the training will be covered by Oxfam and Nabad in North Bekaa. All other costs affiliated with the training (transport of consultant, daily rate, printing of training material) should be included in the proposed budget.

Site visits are possible and preferred during the training and can be facilitated by Oxfam and Nabad.

Qualifications

The selected candidate/s should have the following qualifications:

Experience in developing WASH training modules

Experience in working in the WASH sector in Lebanon or the region

Experience in conducting training with young men and women

Fluent in English and Arabic

Additional Requirements:

Work independently

Responsive to feedback

Flexible

Ability to travel to project sites

Submission documents:

The bidders should submit the following:

A workplan that includes both the development of the module and the training

A financial proposal: The bidders should submit a detailed financial offer in USD (Note: Oxfam will provide the training venue)

A profile (if applicable) and examples/samples of previous work

CV: professional background and other supporting documents showing qualifications

Two references, should be longstanding customers of at least one year (company name, contact name and telephone number)

Financial Registration if applicable, please note that if entity/individual are not registered then 7.5% will be deducted from the total amount

Timeline:

The first draft of the module is expected to be shared two weeks after contract signature.

Exact dates of the training will be agreed upon Oxfam approves the module but should take place at the latest in October 2022. 

Coordination:

Activities by the consultant should be coordinated closely with Oxfam’s technical WaSH team. A meeting with WaSH advisor and public health Engineers will be organised after signing the contract/PO.

Timeframe and Payment

100% payment in Fresh USD within 30 days after the handover and approval by Oxfam of the material, the delivery of the training, and submitting the financial documents.
