Human Resources Consultant - Women Economic Empowerment for Lebanon (WEEL) Project

Background

The Lebanese economy needs more than ever a productive private sector capable of driving economic recovery, create jobs, and support a fragile balance of payment by producing local goods and services, increasing exports and diversify export markets.

In this context, the WOMEN ECONOMIC EMPOWERMENT FOR LEBANON PROJECT (WEEL) aims at Supporting Women-Owned and Women-Led Businesses In Lebanon by providing between 8 and 20 MSMEs and startups with grants that vary from 15,000 to 50,000 Euros to be used for expending investments, covering expenditures and getting technical assistance.

This project is part of a larger program, the EU for Women Empowerment (EU4WE), a 36-month program (October 2019 – September 2022) funded by the European Union and implemented by Expertise France. It aims at promoting full and unconditional equality between men and women in Lebanon. The specific purpose of EU4WE is to reduce gender-based violence through women’s empowerment and enhance existing institutional mechanisms working towards gender equality.

This project is committed towards non-discrimination and promotion of gender equality, diversity and inclusion, and equal opportunities.

 

Context, Objectives, and Key Activities

As part of the implementation support Berytech is providing, the project is looking to fulfill a technical assistant required by one of the beneficiaries.

The SME beneficiary is a food producer of spices and other products also is the owner of multiple restaurant chains.

The technical assistance requires an experienced Human Resources consultancy who will assess current Human Resources Management systems and practices and propose regulatory and procedural improvements aligned to the best practices in the F&B industry.

The company requires imminent advice from a human resources expert to set plans and use techniques to have the right people in the right place to increase the overall productivity of the teams and to ensure both career growth for the employees and employees’ job retention for the company. This includes review and development of existing HRM systems and practices considering the principles of ethics, merit, equality, fairness, transparency, diversity, inclusivity and responsiveness.

More the Consultant is needed to Determine policy and procedural recommendations of improvement of HRM systems, namely selection/recruitment, promotion, transfer/posting and performance evaluation. These recommendations would include regulatory and procedural amendments, identification of modern tools to be considered and specific capacity development activities that should underpin the modernization process.

Also, the consultant is needed to mentor and nurture capacities and skills of selected HR Staff in the application of the new systems/tools with the aim of improving individual performance management.

 

Deliverables and Output

The Human Resources Consultant will be requested to perform the following:

• Initiate and lead human resource programs and projects.

• Conduct employee survey and take affirmative actions

• Formulate strategic and practical plans to address human resource matters

• Assist in recruiting, training, and management of personnel

• Devise plans and techniques to drive change and culture management

• Development and integration of policies

• Select and implement suitable HR technology

• Help establish control systems for compliance with business methods and HR practices

•Perform a review of existing Human Resources systems and processes and make modifications when needed.to address issues

 

Qualifications

  • Bachelor or any higher degree in Business related studies.
  • Proven experience in overseeing the development and implementation of the human resources policies, procedures and practices including the development of job description preferably in the F&B industry.
  • Demonstrated hands on experience in human resource management, performance management and/or developing competency frameworks.
  • Experience in working with different departments in an advisory or consultancy role, assisting them to understand and implement policies and procedures.
  • Proven Experience in designing training programs.
  • Excellent moderation skills.
  • Excellent English and Arabic speaking and writing skills.
  • Registered firm or freelancer with MOF number

Note: A survey will be filled by candidates upon completion to assess the input of the consultant by Berytech team.

How to Apply

The selected Consultant is expected to start his/her activities between August and September 2022 (TBD). Total budget per submitted application depends on the final selection of candidates.

Candidates should submit the following documents:

  • Technical proposal (maximum two pages) describing the methodology to conduct the work based on the content suggested in section: “Objectives and key activities,” elaborating it further.
  • Financial proposal clearly describing the package and price proposed by the consultant.
  • Profile and project references (maximum two pages): A brief explanation of the consultant(s) background should be submitted (CVs shall be included as annex) along with project references on the topic.

N.B. The technical and financial proposals must be sent in separate files.
