Economic Development Policy Unit (EDPU) – Oxfam in Lebanon
EDPU Description
Since 2021, Oxfam in Lebanon is hosting a research and policy unit called the “Economic Development Policy Unit (EDPU)” to coordinate and optimize the impact of the different livelihood and social stability projects implemented in Lebanon under the “Support to Economic Development and Social Stability in Lebanon” European Union Trust Fund (EUTF).
Implementing partners of the Support to Economic Development and Social Stability in Lebanon EUTF are the following (with consortium lead):
▪ LINKED - Linking Vulnerable Populations and Inclusive Market Networks to Advance Sustainable Economic Development in Lebanon (Danish Refugee Council): Focusing on sustainable, inclusive and sustainable economic development in Lebanon
▪ INMA’A - Sustainable Social Protection and Livelihood Solutions for Severely Vulnerable Households in Lebanon (Save the Children)
▪ SEE Change - Social Entrepreneurship Ecosystem Change (Oxfam): Focusing on supporting all components of the SE ecosystem in Lebanon
▪ Youth Resolve - Resilience, Social Cohesion, Opportunities for Livelihoods and Reduced Violence in Lebanon (World Vision): Focusing on social cohesion and quick impact projects
▪ VTE4all - Recognised job-related competences for Syrian refugees and vulnerable host communities in response to the Syrian crisis (GIZ): Focusing on vocational training
The EDPU aims to “to strengthen the ability of the EUTF implementing partners to collectively influence the policy making process and donor funding for Lebanon through policy coordination and evidence generation,” and regularly assess the policy environment to produce policy products targeting key stakeholders and policies impacting livelihoods and economic policy more broadly. The EDPU seeks to ensure that common messaging among all relevant stakeholders, including the EU Delegation in Beirut, is derived from evidence generated in the field by all Consortia and that speak to a changing policy environment. The analysis carried out by the EDPU will contribute to potentially proposing policy alternatives where gaps are identified, and inform Lebanese policy makers, donor community, humanitarian stakeholders, and the EU on contextual priorities.
Assignment/Event Description
The EU Trust Fund Economic Development Policy Unit (EDPU) hosted at Oxfam in Lebanon is currently conducting rapid research on blended learning in Technical and Vocational Education and Training (TVET) in Lebanon, with a focus on the country’s distance learning landscape and infrastructure from the perspectives of students, teachers/trainers and relevant stakeholder groups.
Reflections from the research will be presented at an upcoming multistakeholder meeting supported by the European Union in collaboration with the VTE4all project (from the Deutsche Gesellschaft für Internationale Zusammenarbeit - GIZ) and the European Training Foundation (ETF) on “Exploring distance learning and change interventions in blended TVET”. Aside from highlighting key findings from the research, the event will be an opportunity to debate important issues raised by research participants, and jointly brainstorm on short and long-term change interventions required at policy and programme levels to enhance and leverage the future of hybrid TVET (delivered online and in-person) in Lebanon. This event will take place on Tuesday, September 13th, from 9:00am to 12:00pm, in Beirut.
To support discussions, the EDPU is looking to hire a short-term TVET expert consultant for a maximum of 1 (ONE) day with an in-depth understanding of TVET programmes and policy in Lebanon to act as a facilitator for the above event alongside EDPU and VTE4all teams. In addition to the expected technical background, the selected candidate should have a solid experience in designing interactive workshops, convening groups, animating multistakeholder conversations and neutrally handling dynamic talks between local actors and international stakeholders. The workshop will be 3-hour long and it is estimated that another 5 hours will be necessary for the consultant to prepare for the event in collaboration with the EDPU & VTE4all organizing teams and to submit post-event briefing notes to Oxfam.
The TVET expert/facilitator will be expected to:
• Get familiar with EDPU’s ongoing research on distance learning and blended TVET in Lebanon;
• Meet with EDPU & VTE4all teams for a debrief on the objectives of the event, and support with the finalization of the meeting agenda and approach;
• Contribute to facilitating the workshop in-person, including through the use of design thinking and human-centred methodologies (exact allocation of responsibilities among organizers TBD);
• Lead and guide workshop participants through a set of pre-agreed questions or objectives (TBD);
• Provide a 2 page summary of learning and observations to Oxfam a maximum of 3 working days after the event;
• Provide an invoice to Oxfam following the workshop. The consultant will be paid after the invoice has been received.
EDPU will support the consultant with:
1. Briefing on the EDPU project and ongoing research on hybrid TVET;
2. Providing a brief on relevant EUTF partners and their respective projects;
3. Making all necessary introductions within and outside the unit to facilitate the smooth collaboration of the consultant with relevant staff/partners.
Consultant Qualifications
• At least 5 years working on formal or non formal TVET in Lebanon / MENA; with knowledge of distance learning, digital/e-learning and blended modalities a plus.
• At least 3 years’ experience in facilitating and leading workshops / conversations, on and off-line.
• Knowledge of Lebanon’s formal and non formal education landscape and actors is preferable.
• Excellent interpersonal, organizational, and time-management skills.
• Proven written and oral communications and facilitation skills in Arabic and English.
• Ability to take initiative, be creative, and flexible.
Timeframe
1 working day between September 1st and 13th, including a 3-hour workshop expected to be held on September 13th, 2022, in a Beirut hotel venue TBD.
