Job Title : Deputy Project Manager
Reports to : Head of Base/ Project manager
Duty Station : Tyre with regular field visits to Nabatiyeh governorate
Position Type : Full Time
Job Purpose:
The Deputy Project Manager under the supervision of the Head of Base/ Project Manager will participate to the management of the BPRM-funded project as well as coordination with other INTERSOS’ interventions implemented in the area and cooperation with external stakeholders.
The Deputy Project Manager contribute to the overall management and economic and financial administration of the assigned project and for its entire implementation process.
Generic Duties:
- Participate to the overall management of Human Resources with the project manager and HR coordination
- Strongly support the project manager in the monitoring and supervision of project activities and the timely and resourceful implementation.
- Monitor the overall logistics work related to the project and according to UNHCR and Intersos procedures.
- Monitor and follow up with the support of administration the contracts for the assigned project.
- Monitor and follow up with the support of administration the financial management of the operations and ensure all expenses are according to budget and meet INTERSOS standards with regard to financial management, including accountability.
- Ensure a representative role with external stakeholders, in coordination with the project manager.
- Supervise the project staff and ensure the implementation of the project activities in line with the project activities and the work plan
Specific duties
Program:
- In coordination with the project manager, preparing, managing and regularly updating the project activities work plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines.
- Undertaking regular field visits to regularly monitor the progress of project activities.
- Ensuring the integration of activities with other INTERSOS projects
- In coordination with the project manager, follow-up the development and implementation of the MEAL strategy.
Human resources:
- Overlook administrative HR tasks related to staff of the project.
- Evaluation of staff performance using INTERSOS HR evaluation tools.
- -In coordination with the project manager and HR, provide guidance and technical supervision to national staff in order to develop competencies and skills according to the performance plan.
- In coordination with the Human Resources and project manager, follow up on capacity building and trainings for staff development.
- In coordination with the Human Resources Unit and project manager, carry out recruitment when needed.
- In coordination with the project manager facilitate regular meetings to assist information sharing between project staff.
Logistics:
- Coordinating with logistics unit to procure all equipment, supplies and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.
- Ensure the proper contracting of suppliers in compliance with logistics manual as well as follow up on the car fleet management and inventory. Coordinating with logistics unit to contracts with suppliers and car fleet.
Finance and Administration:
- Support the project manager and the administration in the financial management of the operations including cash flow, budget follow and revisions and payments.
- Follow up with the administration project related contracts.
Reporting and Program development:
- Contribute to the mission and regional strategy as well as to the program development.
- Participate to drafting periodic project narrative and financial reports as well as other ad hoc reports, according to INTERSOS and donor requirements.
Representation and donors:
- Establishing and maintaining collaborative relations with relevant donor officers, local authorities, partners, project stakeholders and other organizations working in the project areas.
- In coordination with the project manager, engaging with donors, national NGO and other actors participating at sectorial coordination meetings and/or working in the project locations.
- Represent INTERSOS in meetings with external stakeholders in coordination with the project manager.
Other duties:
- Provide monthly and quarterly reporting requested by Project Manager
- In charge of the overall coordination with the MSA while the POs will ensure day to day collaboration based on needs for their specific components.
- Other tasks as requested by the management, for the effective implementation of the project.
Education:
- University Degree in Business management, Social Work, Gender Studies, Law or related field. Master degree is a plus.
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- Minimum 5 years of relevant work experience (of which minimum 2 years in NGO)
- Knowledge of humanitarian and NGO principles
- Very good knowledge of the project management cycle and experience in management
- Good financial and budgeting understanding
- MS proficiency (Microsoft Word, Excel, outlook, etc.)
- Previous experience working with BPRM is a plus
- Driving License issued since more than 1 year
